Introduction of an intelligent video analytics system to automatically determine the load of PSC offices

Today at the briefing in the press center of the Government, Abylaikhan Ospanov, Chairman of the Board of the State Corporation ‘Government for Citizens’ spoke on the results of work for 2017, tasks for the new year, taking into account the ones outlined by the Head of State in the 8th direction of the Address "Effective Public Administration.”

As part of the implementation of the 100th step of the Nation's Plan, the State Corporation, as a single provider of public services, provides the most demanded public services, including in the sphere of real estate, land cadastre, social security and pensions.

"Annually, more than 37 million state services are provided, of which about 24 million are in electronic format. The Command Center functions to monitor the provision of public services," said Abylaikhan Ospanov.

As part of the development of the Command Center, it is planned to implement an intelligent video analytics system that will automatically determine the workload of the PSC offices, conduct analysis for occurrence and prevention of emergency situations, and create a video archive to quickly search for the necessary video recordings.

Within the framework of the implementation of the project of the State Program "Digital Kazakhstan", it is planned to implement a transition to the proactive principle of rendering state services, which will allow them to transfer their provision completely to the electronic format, without the obligatory physical presence.
For example, from December 29, 2017, a pilot project on the proactive provision of services related to the birth of a child was launched. This pilot project provides an opportunity, without leaving home, to obtain a birth certificate for a child, put it on the queue at a kindergarten and receive social benefits.

"Now the new mothers need to have a usual mobile phone and a subscriber number registered in the base of mobile citizens. At the same time, the interaction of the state with the citizen is carried out with the help of SMS messages in an automatic mode, without visiting a Public Service Center," explained Abylaikhan Ospanov.

According to him, it is planned to introduce the principle of proactive provision of services for a marriage annulment by court decision, for changing the data of the right holder and/or changing the identification characteristics of real estate objects, as well as for the payment of state guarantees for the retention of pension savings, disability and enforcement proceedings.

At the beginning of this year, the Digital PSC was opened, which provides electronic public services using digital technologies.

In addition, in order to ensure information openness, the State Corporation launched a website forum that will become an open platform for receiving feedback from the public, proposals for improving the quality of services, discussions, as well as comments and wishes from any citizen.

"The State Corporation will continue active work to change the established scheme of rendering state services, introduction of modern approaches to business processes, transition to a proactive principle of rendering services with transferring them to the electronic format and increasing digital literacy of the population," Abylaikhan Ospanov summed up.
