Such an important document developed with support of a wide Kazakhstani expertise for the first time — R. Oshakbayev on Stratplan

Rakhim Oshakbayev, director of the Talap Center for Applied Research, shared his opinion on the draft of the Strategic Development Plan of Kazakhstan until 2025.

Rahim Oshakbayev noted the high quality of the Strategic Development Plan of Kazakhstan until 2025.

"In my memory, for the first time in Kazakhstan, a document of this importance has been developed with the support of a broad Kazakhstani expertise. About 80 experts attended the discussions and were involved in the development of the strategy. In general, it does not cause any complaints," said the expert.

The expert also noted that the document has an interesting architecture: until 2025, seven reforms are envisaged in the field of new human capital, technological renewal — digitalization, business competitiveness, rule of law, strong regions, urbanization, modernization of public consciousness, public sector efficiency.

"In addition, implementation seven cross-cutting policies is specified. And, first of all, it is stimulating macroeconomic policy, which includes affordable credit, low interest, stimulating tax policy and at the same time equality in taxation," the expert said.

According to the draft plan, macroeconomic policy is focused on the sustainability of the budget and the reduction of the non-oil deficit, ensuring the flexibility of monetary policy and coordination with financial and structural policies.

In addition, R. Oshakbayev drew attention to the fact that the implementation of this Stratplan will take place with the involvement of the civil sector.

"It is very important that civil society and business are involved in monitoring performance. If earlier the responsibility was distributed among state bodies, national companies, now the approach is fundamentally changed. The implementation of the Plan will take place with the broad involvement of the civil sector on the one hand, and business on the other," the expert concluded.
