This was announced today by the Minister of National Economy, Timur Suleimenov, during the meeting of the Government chaired by the Prime Minister of the Republic of Kazakhstan, Bakytzhan Sagintayev.

In August of this year, the draft law on further improvement and simplification of PPP mechanisms was introduced in the Parliament of the Republic of Kazakhstan. This bill has been approved by the Majilis and is currently under consideration in the Senate of the Parliament.

The bill is aimed at optimization of the procedures by eliminating a number of stages in the development and approval of projects, which will make it possible to shorten the terms of approval and examination of PPP projects from the current seven months to three months.

In addition, the draft law provides a guarantee of consumption for three or more years, which will allow investors to plan long-term investment.

In general, to the previously developed 10 standard projects, four projects on new types of contracts were additionally developed: road maintenance, leasing of medical equipment, trust management of polyclinics, school maintenance. Regions can now apply the specified documentation as a model, which will allow them to optimize the timing of the development of tender documentation and contracts.

In addition, the introduction of program PPP has started. Now, the branch state body can, through state programs, establish special procedures for planning standardized PPP projects taking into account the specifics of the industry. This mechanism makes it possible to establish more shortened planning periods, without the need for passing examinations stipulated in the generally established procedure.

In May of this year, the unified database of PPP projects for investors has been launched, which makes it possible to replicate the experience of successfully implemented projects throughout the country. In the current year, there has been significant progress in the contracts concluded. At the same time, in order to further activate the PPP market, pilot sectors are being developed for the implementation of the "Program PPP": in the healthcare sector, taking into account the availability of facilities for trust management and ready-made design estimates for new facilities under the Densaulyk State Program for 2016-2019, as well as in the field of education, taking into account the work on the implementation of "per capita financing" in secondary education in the framework of the State Program for the Development of Education and Science for 2016-2019.

In the course of the meeting, the Minister of Healthcare, Yelzhan Birtanov, the Minister for Investment and Development, Zhenis Kassymbek, chairman of the board of the Atameken NCE, Ablai Myrzakhmetov, chairman of the National Bank of Kazakhstan, Daniyar Akishev, akim of the Karaganda region, Yerlan Koshanov, akim of the West Kazakhstan region, Altai Kulginov, Deputy Prime Minister, Erbolat Dossaev also spoke about the interim results of the work.

Based on the results of the issue consideration, Bakytzhan Sagintayev instructed the Ministry of National Economy to work out the criteria for selecting projects, to regulate all organizational issues. By the end of the year, it is necessary to achieve these indicators in all directions, for all the regions and ministries.
