Deputy Prime Minister Askar Zhumagaliyev pays a working visit to Almaty

Deputy Prime Minister Askar Zhumagaliyev and akim of Almaty, Bauyrzhan Baibek got acquainted with the progress of the projects launched under the economy digitalization program.

Thus, the chairman of the Committee on Legal Statistics and Special Accounts of the Prosecutor General's Office, Bagdat Mussin presented a pilot project "e-Penalties", which significantly reduces the number of drivers’ documents.

According to Bagdat Mussin, all the data about the driver, including the availability of a technical passport and insurance policy, can now be checked through a tablet using IIN. With the introduction of the system, it will be enough for motorists to present a driver's license to a police officer. The violators can pay fines on the spot or via a mobile POS-terminal, and the payment will be automatically displayed in the payment system.

"Now the registration of the protocols consists of only three actions: the input of an IIN, a license plate number of a car and a violation article. That is, now drivers do not need to carry a package of documents with them. The system has already been tested jointly with the local police," B. Mussin said.

Akim of Almaty supported the introduction of the project "e-Fines" in the megalopolis, instructing to raise money to equip patrol services of the city with tablets and mobile thermal printers.

"Digitalization of Kazakhstan is being carried out to remove bureaucratic barriers and reduce corruption," Bauyrzhan Baibek said.

The next point of the visit was IT-Tech-Garden, which is located on the territory of the autonomous cluster fund "Park of Innovative Technologies". 10 companies and 15 start-ups became the residents of the IT quarter. All residents have access to modern technological platforms IBM, ARM, Autodesk, 1C, etc.

Many participants of the project already compete with well-known foreign companies in the field of information support in engineering, oil and gas and metallurgy. They are also ready to offer their developments for the improvement of urban infrastructure.

Askar Zhumagaliyev showed an interest in the innovative component of projects and suggested conducting practical master classes with the participation of start-up companies both from the regions of Kazakhstan and the countries of the near abroad.

Also, the Deputy Prime Minister and akim of Almaty got acquainted with the work of the information and logistics center of Kazpost JSC, where an automated line for sorting mail items with a productivity of 6545 items per hour was launched. The line is designed for processing both international and domestic mails weighing up to 10 kg – parcels and international small packages.

According to the chairman of the board of Kazpost JSC, Saken Sarsenov, the volume of purchases through the Internet is growing at a rapid pace. Since the beginning of the year, more than nine million foreign parcels have arrived in Kazakhstan.

"If before August of this year we could process no more than 10 thousand parcels per day, with the launch of the sorting machine and mobile terminals, the processing speed increased tenfold. Thanks to the optimization of the technological process, parcel processing is performed around the clock. In addition, the automation of sorting allowed to form bags with parcels in specific directions, which will accelerate the delivery of parcels to recipients," Saken Sarsenov said.

Thanks to a good base — developed logistics and an extensive network of branches, today Kazpost has the opportunity to build the entire necessary e-Commerce infrastructure. To help online stores, a fulfillment service in Almaty has been launched, which includes storage, sorting, packaging and delivery of goods.

According to S. Sarsenov, Kazpost actively participates in transit projects, launching hubs for transit shipments from China to Europe and back through the territory of Kazakhstan. This will allow to pass through Kazakhstan more than 20% of all transit volumes of parcels from China to Russia and Europe. If the growth in flows through Kazpost last year was 53% (10 million parcels, versus 6.5 million in 2015), this year the company expects growth of up to 17 million parcels.
