Galymzhan Koishybayev

He was born in 1968 in Kyzylorda.

He graduated from Lomonosov Moscow State University.

  • In 1995-2004, he has been Attache, 3 Secretary, First Secretary, Advisor, Advisor and Envoy of the Embassy of the Republic of Kazakhstan in the Russian Federation.

  • In 2004, he was Plenipotentiary Representative of the Republic of Kazakhstan to the Collective Security Treaty Organization.

  • In 2004-2006, he was chief inspector of the Presidential Administration of the Republic of Kazakhstan.

  • In 2006-2008, he was Ambassador on Special Assignments of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

  • In 2008-2012, he was Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Lithuania, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Latvia, Estonia and Finland.

  • In 2012-2016, he was Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Finland, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Estonia concurrently.

  • In 2016-2019, he was Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.

  • March 26, 2019, by a Decision of the Government, he was appointed Head of the Office of the Prime Minister of the Republic of Kazakhstan.

  • Sep. 18, 2019, by decree of the President Kassym-Jomart Tokayev, he was appointed head of the Office of the Prime Minister of Kazakhstan.

  • Jan. 18, 2021, by decree of the President Kassym-Jomart Tokayev, he was reappointed head of the Office of the Prime Minister of Kazakhstan.

  • Jan. 11, 2022 by the Decree of the President of the Republic of Kazakhstan, he was reappointed as Head of the Office of the Prime Minister of the Republic of Kazakhstan.

  • Jan. 4, 2023, by the Decree of the Head of State he was appointed Deputy Prime Minister – Chief of Staff of the Government Apparatus of the Republic of Kazakhstan.

  • February 6, 2024, by the Decree of the Head of State he was appointed Deputy Prime Minister – Head of the Government Apparatus  of the Republic of Kazakhstan.

As part of his duties he coordinates the following issues:

  • organizational-legal, informational-analytical, personnel and material-technical support of the activities of the Prime Minister and the Government of the Republic of Kazakhstan;

  • debureaucratization of activity of the Government apparatus;

  • realization of administrative reform of state bodies;

  • digitalization of the Government apparatus;

  • conducting legislative work and improvement of lawmaking.

Askar Zhakenov

First Deputy Chief of Staff of the Government Apparatus

He was born in 1975 in Karaganda.

He graduated from Karaganda State Technical University and Kainar University.

  • From 1998 to 1999, he was a legal adviser, leading specialist on foreign economic relations, customs and banking in a closed joint stock company "Kargormash-ITEX". 
  • From 1999 to 2002, he was a leading specialist, chief specialist, head of department of the Ministry of Justice of the Republic of Kazakhstan.
  • From 2002 to 2003, he was deputy head of the department of the Ministry of Justice of the Republic of Kazakhstan.
  • From 2003 to 2004, he was the Head of Department of the Ministry of Justice of the Republic of Kazakhstan.
  • From 2004 to 2012, he was Deputy Head of the Legal Department of the Office of the Prime Minister of the Republic of Kazakhstan.
  • From 2012 to 2013, he was Deputy Head of the Legislation, Defense and Law Enforcement Department of the Office of the Prime Minister of the Republic of Kazakhstan, Deputy Head of the Legal Department of the Office of the Prime Minister of the Republic of Kazakhstan.
  • From 2013 to 2019, he was the Head of the Control and Documentation Department of the Office of the Prime Minister of the Republic of Kazakhstan.
  • From 2019 to 2023, he was Deputy Head of the Office of the Prime Minister of the Republic of Kazakhstan, Deputy Head of the Government Apparatus of the Republic of Kazakhstan.
  • From 2023 to 2024, he was the Head of the Secretariat of the Head of the Presidential Administration of the Republic of Kazakhstan.
  • Since February 2024, he is the First Deputy Head of the Government Apparatus of the Republic of Kazakhstan.

Yermek Amanshayev

Yermek Amanshayev

He was born on March 12, 1963 in Mangystau region. In 1985 graduated with honours from the Faculty of Philology of Kazakh State University.  

He began his career in 1979 as a teacher of physical education at school № 1 in Yeralievsk district of Mangystau region.

  • From 1985 to 1986, he worked as a research officer at the Central State Museum of the Kazakh SSR;
  • From 1985 to 1988, he was scientific editor of the Kazakh Soviet Encyclopedia;
  • From 1988 to 1991, he was executive secretary of the journal Zhalyn;
  • From 1991 to 1995, he was an assistant, senior lecturer at the Kazakh literature department of Kazakh State University named after Al-Farabi;
  • In 1995, he was appointed as a Desk Officer for Cultural Relations with Public Organizations of the Office of the Cabinet of Ministers, then as a consultant of Internal Policy Department of the Office of the Cabinet of Ministers, Head of Culture Department of Social and Cultural Development of the Government Apparatus of the RK;
  • From 1997 to 2000, he worked in various positions in the Office of the Prime Minister of the Republic of Kazakhstan: Head of Coordination of Preparation of Governmental Decisions, Consultant of Research and Analysis Department, Consultant of Non-Productive Sector of Financial and Economic expertise Department, Head of Social Sector of Economic Department, Deputy Head, Head of Regional Development and Social Sector;
  • In 2000, he was appointed head of department of culture of Astana;
  • In 2002, he was the Chairman of the Committee of culture of the Ministry of culture, information and public consent of the RK;
  • In 2003 he was Deputy Minister of Culture, Information and Public Consent of the Republic of Kazakhstan, then Deputy Minister of Culture of the Republic of Kazakhstan, Deputy Minister of Culture, Information and Sport of the Republic of Kazakhstan;
  • From 2006 to 2008, he was Deputy Akim of Astana;
  • In 2008, he served as Acting Chief of Staff of JSC NC KTZ;
  • From May 2008 to December 2014, he was President of JSC National Company Kazakhfilm named after Shaken Aimanov;
  • From 2014-2019, he was Deputy Akim of Astana;
  • From 2019 to 2023, he was Deputy Head of the Office of the Prime Minister of the Republic of Kazakhstan as a representative of the Government of Kazakhstan in the Parliament of the Republic of Kazakhstan;
  • From February 2023, he was the Representative of the Government of the Republic of Kazakhstan in the Parliament of the Republic of Kazakhstan.

He is a holder of the following orders and medals: Kurmet Order, Parasat Order, over 10 medals and other honorary titles. D. in Philology, Professor of the National Academy of Sciences of Kazakhstan, Academician of the International Academy of Psychological Sciences.

 

Official Duties:

  • representing the interests of the Government in the Parliament and ensuring constructive interaction with the legislative branch.
  • participation in the legislative implementation of program documents determined by the President, the Government, and coordination of the passage of bills in Parliament:

- ensuring the quality and timely passage of draft laws submitted by the Government;

- monitoring the observance by government bodies of the Rules of Procedure of the Government when considering draft laws in the Parliament;

- organizing collaboration with the relevant committees of the Chambers of Parliament to develop a unified position on the draft laws;

  • organization of participation of the Prime Minister, his deputies, Chief of Staff and members of the Government in plenary and joint sessions of the Houses of Parliament, Government Hour and Parliamentary Hearings:

- organization of constructive interaction with factions of political parties, deputy groups, as well as deputies elected in single-mandate districts.

  • participation in the information and analytical support of the activities of the Prime Minister, his deputies, the Head of the Government Apparatus on lawmaking activities.
  • monitoring and control of the activities of government agencies, structural subdivisions of the Government Apparatus on the quality and timely preparation of responses to deputy requests, conclusions of the Government on the draft laws.
  • coordination of the work of the Legislation, Defense and Law Enforcement Department in terms of the activities of the Government's Representative Office in the Parliament.

Askar Biakhmetov

Askar Biakhmetov

Askar Biakhmetov was born in 1975 in the Aktobe region. He graduated from the Kazakh State Academy of Management with a degree in Finance and Credit, KazGUU  with a degree in Law, he earned a Master's degree in Political Science at the National Graduate School of Public Administration under the President of the Republic of Kazakhstan, he also received a degree at Duke University.

  • In 1993-2004, he worked in the regional financial department, Profilaktoriy PC, the Tax Committee, the city akimat, as well as in leading positions in the Treasury and Finance departments of the Aktobe region.
  • In 2004-2009, he was head of the Treasury Department for the Akmola region.
  • In 2009-2014, he was head of the Department of the Constitutional Council of the Republic of Kazakhstan.
  • In 2014-2015, he was director of the Department for Development of the Public Administration System of the Ministry of National Economy of Kazakhstan.
  • In 2015-2018, he was deputy akim of Aktobe region.
  • In 2019-2020, he was advisor to the First Deputy Prime Minister of the Republic of Kazakhstan.
  • In 2020-2023, he was Deputy Head of the Office of the Prime Minister of Kazakhstan;
  • In Feb. 2023, he was appointed Deputy Chief of Staff of the Government Apparatus of the Republic of Kazakhstan.

 

Official Duties:

  • interaction with the Presidential Administration, Parliament, central government agencies, local executive bodies on issues within their competence.
  • coordination of the activities of the structural subdivisions of the Government Apparatus in the preparation of materials for the meetings of the Government, consultative and advisory bodies under the President and the Government, meetings with the Prime Minister, Deputy Prime Ministers and Head of the Government Apparatus;
  • coordination of the work on the analysis of the effectiveness of the implementation of road maps, protocol and other instructions of the Prime Minister;
  • coordination of preparation of materials for the meetings of the National Commission on Modernization under the President, the Supreme Council for Reforms under the President, the State Commission on Economy Modernization, the Republican Budget Commission, the Economic Demonopolization Commission, the Council on Economic Policy, the Council of National Entrepreneurs, as well as the Operational Headquarters under the Government of the Republic of Kazakhstan on anti-crisis measures;
  • coordination of the development and implementation of documents of the state planning system, Sustainable Development Goals;
  • inter-sectoral coordination and information and analytical support for the activities of the Prime Minister on issues of socio-economic development of the country;
  • holding meetings on topical problematic and other issues arising from the instructions of the Head of State and the Prime Minister;
  • coordination of the Economic Department on issues within its competence.

Sayan Kuttybayev

Sayan Kuttybayev

Born on March 15, 1986 in Kyzylorda.

Graduated from the Kazakhstan Institute of Management, Economics and Forecasting (KIMEP) with specialization in International Relations, Mancosa Business School with an MBA degree.

He began his career in 2008.

  • He worked in various positions at international (ABN AMRO, Royal Bank of Scotland, HSBC) and second-tier banks in Kazakhstan;
  • Since 2012, he worked as the Third Secretary of the Department of Foreign Economic Policy of the Ministry of Foreign Affairs of Kazakhstan;
  • In 2014-2019, he worked as Second Secretary of the Embassy of Kazakhstan in the Republic of Finland, Second Secretary of the Department of External Analysis and Forecasting, First Secretary of the Department of Eurasian Integration of the Ministry of Foreign Affairs of Kazakhstan;
  • In 2019, he was Advisor to the Head of the Office of the Prime Minister of Kazakhstan;
  • In 2020-2021, he was Deputy Head of the Foreign Economic Cooperation and Protocol Division of the Office of the Prime Minister of Kazakhstan;
  • In 2021-2022, he was the Head of Foreign Economic Cooperation and Protocol Department of the Office of the Prime Minister of the Republic of Kazakhstan;
  • From 2022 to 2023, he was Deputy Head of the Office of the Prime Minister of Kazakhstan;
  • On Feb. 7, 2023, he was appointed as Deputy Head of the Government Apparatus of the Republic of Kazakhstan.

 

Official Duties:

 

  • the issues of information and analytical support of the activities of the Prime Minister;
  • coordination of preparation of analytical materials on current issues of foreign policy, foreign economic sphere, trends in the country and the world;
  • providing Prime Minister with information and reference materials for business trips and business meetings, including with foreign persons;
  • providing interaction with representatives of foreign governments and foreign companies on the content of official visits and international telephone conversations of the Prime Minister;
  • providing interaction with the Presidential Administration, as well as coordination of activities of central and local executive bodies in terms of preparation of international meetings and visits of the Prime Minister;
  • сoordination of work of structural subdivisions of the Government Apparatus on the activities of the Board of Directors of the National Company Kazakh Invest JSC
  • coordination of the work of the structural subdivisions of the Government Apparatus in terms of foreign economic cooperation.
