Number of patients per doctor should be reduced — Sagintayev instructs to improve quality of medical care

September 4 at a Government meeting, Prime Minister Bakytzhan Sagintayev instructed the Ministry of Healthcare together with the regions to ensure effective implementation of measures to improve the quality of medical care.

Following the consideration of the reports, the approaches of the Ministry of Healthcare for further work were approved. At the same time, the Prime Minister noted that despite the existing well-developed network of healthcare organizations, the issue of the quality of medical care, especially in rural areas, remains urgent. In this regard, the ministry, together with the regions, is charged with ensuring the effective implementation of the proposed measures.

Akimat of Astana is implementing the Doctor at Home project — the opening of compact PHC centers on the first floors of residential complexes. Currently, there are three such PHC centers in the capital. In addition, in 2016, on the basis of polyclinic No. 8, a project was implemented to create a group practice for PHC physicians, where doctors were identified by the founders of group practice. As a result, consumption of consultative and diagnostic services decreased by 33%, salaries for doctors and nurses doubled, and PHC quality indicators improved 1.5 times.

Also Bakytzhan Sagintayev paid special attention to the positive experience of Astana on increasing the quality of medical institutions through attraction of private investments and instructed to replicate it to other areas.

"The number of patients per doctor must be reduced ... We were in the North-Kazakhstan region yesterday. A new microdistrict is being built, about 600 old houses have been demolished and 2,000 apartments are ready. If earlier 600 families were attached to this clinic, now 2,000 will be attached. The burden is growing," the Prime Minister noted, instructing in drafting houses to pay attention to the issue of placing kindergartens and polyclinics for the population on the first floors. This work should be carried out in all regions.

Bakytzhan Sagintayev recalled that in his Address to the People of Kazakhstan, the Head of State instructed to pay special attention to the development of the health care system, to increase the accessibility and quality of the provided medical services. Work on deregulation of the sphere was carried out. Considering that entrepreneurs are ready to invest in the industry, there is an opportunity for joint creation of compact medical institutions.

In addition, the Ministry of Healthcare, in conjunction with the Ministry of Information and Akimats, was instructed to conduct a continuous outreach work with the population on the ongoing reforms in medicine, the introduction of modern digital technologies that simplify people's access to quality medical care.
