Galymzhan Koishybayev

He was born in Kyzylorda in 1968.

He graduated from Lomonosov Moscow State University.

He has a PhD in philosophy.

From 1995 to 2004, he worked as attache, third, first secretary, advisor, and envoy counselor of the Embassy of the Republic of Kazakhstan in the Russian Federation.

In 2004, he was Plenipotentiary Representative of the Republic of Kazakhstan in the Collective Security Treaty Organization.

From 2004 to 2006, he was Chief Inspector in the Administration of the President of the Republic of Kazakhstan.

From 2006 to 2008, he was Ambassador at Large of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

From 2008 to 2012, he was Ambassador Extraordinary and Plenipotentiary of Kazakhstan to the Republic of Lithuania, Ambassador Extraordinary and Plenipotentiary of Kazakhstan to the Republic of Latvia, the Republic of Estonia and the Republic of Finland concurrently.

In 2012-2016, he was Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Finland, Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Republic of Estonia concurrently.

From 2016-2019, he was Deputy Minister of Foreign Affairs of the Republic of Kazakhstan.

On March 26, 2019, he was appointed Head of the Office of the Prime Minister of the Republic of Kazakhstan.

January 11, 2022, by the Decree of the President of the Republic of Kazakhstan re-appointed as Head of the Office of the Prime Minister of the Republic of Kazakhstan.

On January 4, 2023 by the Decree of the Head of State he is appointed as the Deputy Prime Minister – Head of the Government Apparatus  of the Republic of Kazakhstan.

On April 3, 2023 by the Decree of the Head of State he was re-appointed as Deputy Prime Minister - Head of the Government Apparatus  of the Republic of Kazakhstan.

February 6, 2024, by the Decree of the Head of State he was appointed Deputy Prime Minister – Head of the Government Apparatus  of the Republic of Kazakhstan.


As part of his duties he coordinates the following issues:

  • organizational-legal, informational-analytical, personnel and material-technical support of the activities of the Prime Minister and the Government of the Republic of Kazakhstan;

  • debureaucratization of activity of the Government apparatus;

  • realization of administrative reform of state bodies;

  • digitalization of the Government apparatus;

  • conducting legislative work and improvement of lawmaking.
