Arman Kyrykbayev
He was born in 1976 in Astana.
In 1996, he graduated from the Kazakh State Academy of Management (Narxoz University) majoring in Economics, and in 2002 — from the Diplomatic Academy of the Ministry of Foreign Affairs of the Republic of Kazakhstan majoring in International Relations.
He began his career in 1996 as Referent of the CIS and Baltic Countries Department of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
From 1997 to 2000, he was Attaché, Third Secretary of the Embassy of the Republic of Kazakhstan in Uzbekistan.
In 2002, he was Second Secretary of the Ministry of Foreign Affairs of the Republic of Kazakhstan.
From 2002 to 2005, he served as Director of the Strategy and Monitoring Department of AVE Corporation CJSC.
From 2005 to 2006, he was Deputy Akim of Medeu District of Almaty, Director of the State Fund for Youth Policy Development of Almaty.
From 2006 to 2008, he served as Director of the Department of Socio-Political Work and Public Relations of the Ministry of Culture and Information of the Republic of Kazakhstan.
From 2008 to 2010, he was Chairman of the Culture Committee of the Ministry of Culture and Information of the Republic of Kazakhstan.
From 2010 to 2012, he served as Deputy Akim of Karaganda Region.
From 2012 to 2013, he was Vice Minister of Culture and Information of the Republic of Kazakhstan.
From 2014 to 2015, he served as Adviser to the First Deputy Chairman of the Nur Otan Party.
From 2015 to 2019, he was Deputy Akim of Almaty.
From 2020 to 2022, he served as Secretary of the Nur Otan Party.
From 2022 to 2024, he was Deputy Akim of Almaty.
From 2024 to 2025, he served as Head of the Communications Department of the Executive Office of the President of the Republic of Kazakhstan.
From 2025 to 2026, he was Assistant to the President of the Republic of Kazakhstan for Internal Policy and Communications.
On September 3, 2026, by Decree of the Head of State, he was appointed Minister of Culture and Information of the Republic of Kazakhstan.
