He was born in 1981 in Semey.
He graduated from Marshalltown College (USA), Gumilyov Eurasian National University, La Sapienza University of Rome (Italy), Kokshe Academy. He received internships and refresher courses in the USA, Singapore, Belgium, Japan, and Holland.
From 2002 to 2004, he participated in realization of youth policy in Kazakhstan.
From 2006 to 2009, he worked in the investment projects of JSC Sustainable Development Fund Kazyna, head of the HR policy sector of the Administration of the President of Kazakhstan, Deputy Director for International Cooperation and Science of the Academy of Public Administration under the President of Kazakhstan, director of the department, Executive Director for HR policy and personnel management of JSC National Welfare Fund Samruk-Kazyna.
In 2009, he was Director of the National School of Public Policy under the President of the Republic of Kazakhstan.
From 2010 to 2013, he was the president of the Center for International Programs of the Ministry of Education and Science.
From 2013 to 2015, he was the director of the Institute of Public Policy of the Nur Otan Party.
From 2015 to 2016, he was Acting Head of the Internal Policy Department of the Almaty Akimat.
In 2016, he was the Managing Director, Member of the Board of the International Financial Center Astana.
From 2019 to 2022 he was director of BTS Education; head of the Atlas of New Professions of Kazakhstan project; goodwill ambassador of National Geographic Kazakhstan; member of the National Council of Public Trust.
Since February 2022, he was a deputy of the Majilis of the Parliament of Kazakhstan.
On June 11, 2022 he was appointed Minister of Science and Higher Education of the Republic of Kazakhstan by the Decree of the President of the Republic of Kazakhstan Tokayev.
On April 4, 2023 by the Decree of the President, he was reappointed as Minister of Science and Higher Education of the Republic of Kazakhstan.
