Minister of Labour and Social Protection of the Population

Svetlana Zhakupova

She was born in 1968 in Karaganda region. 

She graduated from Tselinograd State Pedagogical Institute, Almaty Academy of Economics and Statistics.

She started her career in 1984 as a teacher of Karoy secondary school in Karaganda region.

In 1991-1995, she was a high school math teacher in Tselinograd. 

In 1997-2008, she worked as a senior, chief specialist, head of department, deputy director, director of Akmola regional branch of the State Pension Payment Center.

From 2008 to 2011, she held the position of Director of the Department of Social Security and Social Insurance of the Ministry of Labor and Social Protection of the Population.

In 2011-2013, she managed the program of the Project Office of National Information Technologies JSC.

In 2013-2019, she was Deputy Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan.

In 2020, she was appointed Deputy Director General of the State Social Insurance Fund of the Ministry of Labor and Social Protection of the Population. 

From 2020 to 2023, she was the National Expert on Social Development of the United Nations Development Program.

Since June 2023, she was the Commissioner for the Rights of Socially Vulnerable Categories of Population under the President of the Republic of Kazakhstan. 

On Sept. 2, 2023 she was appointed Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan by the Decree of the President of the Republic of Kazakhstan.

On February 6, 2024 she was appointed Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan by the Decree of the Head of State.
