Government of Kazakhstan considers the issues of Development of Productive Employment and Mass Entrepreneurship

Today within the framework of the Government session chaired by the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev, the report of the Vice Minister of Labor and Social Protection of the Population Birzhan Nurymbetov on the Development of Productive Employment and Mass Entrepreneurship for 7 months of 2017 was heard.

B. Nurymbetov reported that 85.3 billion tenge was allocated in the framework of the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017.

As of August 1 of the current year, 276.2 thousand people applied for participation in the Program, of which 248.4 thousand (90%) were included in its participants. Of the participants included in the list, 200.0 thousand people (80.5%) are unemployed, 48.4 thousand (19.5%) are self-employed. As of the reporting date, 213.9 thousand people were employed, 178.3 thousand (83.4%) of them have OPC. 56.1% of the total number of employed (119.9 thousand people) were employed for permanent work.

As part of the first direction of the Program, from September 1, 2017, free professional and technical education will be provided for graduates of schools that have not passed UNT and not enrolled in educational institutions.

About 21 thousand young people will be sent to study at TVE for 2.5 years, with payment for their education, payment of scholarships, travel and provision of one-time hot meals.

Also from April 1 short-term professional training of workers in the professions and skills in demand on the labor market began. 27.7 thousand people have already been sent to short-term courses.

The second direction provides for the development of mass entrepreneurship. To this end, the new Program has expanded the geography of microcredit. The maximum loan amount has been increased up to 18 million tenge, for a period of up to 5 years, and in cases of livestock farming or the creation of agricultural cooperatives - up to 7 years. The nominal loan rate for the ultimate borrower is no more than 6% per annum.

In order to expand the availability of credit, a loan guarantee mechanism has been introduced - up to 85% for beginners and up to 50% for existing entrepreneurs. In the "Rules for Microcrediting in the Countryside" the number of documents necessary to obtain microcredit by individuals was reduced from 30 to 14, and for legal entities to 9 documents.

In the third direction, more than 213 000 people were employed in the framework of providing employment for the unemployed and self-employed, 18 000 (109.7% of the plan) were sent to the social workplaces, 61,000 (78.5%) for public jobs, 15 thousand young professionals (88.2%) participate in "youth practice", and about 120 thousand are employed by the Employment Centers for free vacancies for employers.

Within the framework of measures to increase labor mobility, for the practical implementation of the Program, five interregional business forums are planned in the labor surplus regions of the country with the participation of employers from the northern and central regions. So, as of August 1 of this year, 442 families have been resettled, of which 172 families are internal migrants from the surplus regions.
