Implementation of the National Export Strategy to increase non-resource exports by 1.5 times by 2022

During the meeting of the Government chaired by the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev, the Minister of National Economy Timur Suleimenov presented the Action Plan for the implementation of the “National Export Strategy of Kazakhstan” for 2018-2022.

T. Suleimenov explained that the "National Export Strategy" was developed in response to the instructions of the Head of State given in the Address "Third Modernization of Kazakhstan: Global Competitiveness" and is aimed at increasing the export of non-resource-based goods by half by 2025 compared to 2015. In turn, the Action Plan developed by the Government for its implementation will increase non-raw exports in comparison with the 2015 indicator by one and a half times by 2022.

Today Kazakhstani products are exported to 117 countries of the world. Last year, Kazakhstan ranked 52nd among 204 countries with a share of 0.23% of global exports.

Raw materials, as well as non-primary goods of low conversion mainly represent Kazakhstan’s exports. At the same time, in the past 10 years, exports of services have almost doubled, reaching $6.3 billion in 2016.

To ensure the growth of the volume of non-raw exports, the Program assumes a comprehensive solution of a number of tasks, including improving the institutional framework for supporting exporters.

In particular, it is proposed to legislatively fix the status of a single operator to support and promote exports for KazakhExport NC, which will function on the principle of a "Single window" through representation in all regions of the republic and abroad.

In addition, a perspective "export basket" for goods and services with the identification of promising markets has been identified. It included 116 products from seven industries. Transport, tourist, medical, educational, space, as well as financial and business services are included in the perspective services from the point of view of export.

27 countries are identified as promising markets, which are conditionally divided by the degree of export interest for Kazakhstan into priority, high and moderate interest countries and countries of interest in the long term.

In conclusion, the Minister noted that the developed Action Plan for the implementation of the Program lays out target indicators and indicators of the result that will allow us to assess the extent to which the goal has been achieved to increase the volume of non-primary exports by 1.5 times by 2022.
