Government of Kazakhstan approves a bill on Improving Budget Legislation

The Draft Law "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Improving Budget Legislation" proposes amendments to the budget legislation in six main areas. The Minister of National Economy Timur Suleimenov reported this presenting the bill at the meeting of the Government chaired by the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev.

As the Minister noted, the draft Law "On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Improving Budget Legislation" was developed in order to implement the instructions of the Head of State in his Address to the People of Kazakhstan of January 31, 2017, the new Concept for the Formation and Use of the National Fund, and Recommendations of the Parliament and the Accounts Committee.

The draft law proposes amendments to the budget legislation in six main areas. This will reduce more than 1.5 thousand documents at the central and local levels.

As part of the expansion of the independence of administrators in implementing budget programs, it is proposed to provide the possibility of redistributing funds between budget programs without specifying the budget

In order to simplify the planning procedures for PPP projects, the whole process is proposed to be reduced from 5 to 3 stages. This will shorten the timeframe for the preparation of PPP projects from 7 to 3 months. One of the innovations is the introduction of "software PPP" - all procedures for selecting a private partner and implementing projects will be spelled out in a simplified form for each area in state and government programs without additional expertise.

"Other issues of improving the budget process have also been considered. In general, the proposed amendments will help to bring budgetary funds to the economy more quickly, reduce the amount of disrepair, increase the number of PPP projects, as well as raise the responsibility of state bodies with greater independence," T. Suleimenov concluded.
