Today during the meeting of the Government Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev gave a number of instructions on the implementation of the tasks of the Head of State, announced on August 25 at a meeting on the activities of the National Commission for Modernization.

In the framework of attracting investors to the construction and modernization of penitentiary institutions, Bakytzhan Sagintayev instructed the Ministry of Internal Affairs of the Republic of Kazakhstan, in conjunction with the Ministries of National Economy and Finance, to examine thoroughly the situation in a week and ensure the development of concrete solutions for the modernization of penitentiary institutions within the framework of the PPP mechanism.

On simplification of customs procedures, the Ministry of Finance was instructed to test the pilot information system "Astana-1" for all modules in order to ensure uninterrupted operation by the beginning of 2018. It was also entrusted to prepare the necessary regulations for the implementation of the new Customs Code to prevent the emergence of problems in the business community.

Responsibility for control over these issues is assigned to the First Deputy Prime Minister of the Republic of Kazakhstan Askar Mamin.

About the draft of the new Tax Code, the Ministry of National Economy was instructed to finalize the document on all comments and ensure its entering the Majilis of the Parliament.

Within the framework of work with regional electric grid companies, the Ministry of Energy jointly with the Ministry of National Economy was instructed to ensure the beginning of the process of enlarging the EDCs.

Also, the MES RK, akims of regions and the cities of Astana and Almaty are instructed to carry out an inventory of ownerless electricity grids by October 1, and to approve a detailed plan for their transfer to the akimats' balance by October 20.

With the involvement of TNCs and strategic investors, the MES of Kazakhstan together with Kazakh Invest and the akims of the regions and cities of Astana and Almaty are charged with identifying areas of responsibility and specific persons for the implementation of each investment project.

On the issue of tourism development, the Ministry of Culture and Sports was instructed in two weeks to submit to the Government an Action Plan for the implementation of the Concept for the Development of the Tourism Industry and specific proposals for attracting investors for the development of tourist clusters. Also Bakytzhan Sagintayev instructed to speed up the procedures for the establishment of the Kazakh Tourism national company.

Within the framework of the livestock export potential increase, the Ministry of Agriculture together with the akims of the regions and cities of Astana and Almaty was instructed to develop and submit to the Government a schedule for commissioning selected investment projects. In addition, it is entrusted to work out the issue of attracting additional investors to the dairy and meat industries, as well as to make proposals for the construction of large processing enterprises around Astana and Almaty.

Bakytzhan Sagintayev instructed his deputy, the Minister of Agriculture of the Republic of Kazakhstan Askar Myrzakhmetov to take the voiced questions for special control and to intensify the work.

In the sphere of transport and logistics, the Ministry of Investments and Development was instructed to revise the approaches to the implementation of the project for the construction of a new air hub near Almaty and to make concrete proposals by December 1.

On subsoil use issues, the Ministry of Investments and Development, together with the Ministry of Energy, was instructed to approve the Draft Subsoil Code with the Presidential Administration until September 10 and ensure its submission to Parliament by the end of September.

Within the framework of the introduction of the fourth budget level and municipal property of local government in rural districts, the concerned state bodies are instructed to ensure the timely adoption of all relevant by-laws for the implementation of the law on the development of local government.

Control over the implementation of this issue is entrusted to the First Deputy Prime Minister of the Republic of Kazakhstan Askar Mamin.

Also, the Prime Minister drew attention to the implementation of the Fourth Direction of the Plan of the Nation "Identity and Unity". In this direction, the Ministry of Culture and Sports, together with the interested state bodies and akimats of the regions and cities of Astana and Almaty, is instructed to reorient the normative legal acts and program documents for the implementation of the tasks set in the program article of the Head of State "Ruhani Zhangyru".
