Today in the course of the briefing on the results of the meeting of the Government, Vice Minister of Labor and Social Protection of Population Birzhan Nurymbetov commented on the process of regulation of foreign labor in Kazakhstan.

According to the Vice Minister, migration is divided into three streams: internal, external-ethnic and external-labor.

In external labor migration, the Government of the Republic of Kazakhstan adheres to a number of principles, one of the main ones of them is the protection of the domestic labor market.

"Here we apply protective measures, like any country that accepts migrants. First of all, these are quotas. In other words, this is the maximum permissible number of foreign specialists," B. Nurymbetov said.

According to him, today this quota is approved in the amount of 54 thousand people. In fact, today 26 thousand foreigners work in Kazakhstan.

Organizations that attract foreign specialists are subject to certain requirements. First of all, this is the requirement of legislation on percentage of local workers in the personnel.

"In any company at least 90% of working specialties and specialists should be Kazakhstani staff. Among the top managers and managers – at least 70%," the Vice Minister clarified.

He also noted that today the attraction of foreign labor provides an economic effect for the state.

"If you decided to attract foreign labor to the company, then you should pay for it to the state," B. Nurymbetov said.

So, according to him, for 8 months of 2017, the MIO issued about 19 thousand permits. The budget received 6 billion 480 million tenge.

In addition, a foreign specialist who wants to get a job in Kazakhstan must meet a number of specific requirements: the presence of a visa, registration at the migration police, reaching the age of majority, the absence of previous convictions and diseases, and others.
