Development of agrarian science is impossible without participation of business

Today during a press conference in the Government, Vice Minister of Agriculture Gulmira Issayeva spoke about the preparation of a number of measures to involve domestic business in the development and promotion of agricultural science in Kazakhstan.

She noted that the selective achievements and innovative technologies invented by scientists need to be implemented in the industry, but not always the scientific institutions have the necessary production infrastructure. It is at this stage that business should be actively connected.

In general, financing of agrarian science from the republican budget for 2018-2020 is 12.6 billion tenge. Financing is carried out according to 21 priority directions of science development. At the same time, the Ministry of Agriculture intends to increase the participation of business in the promotion of agrarian science.

"Now it is offered to involve agricultural business in the scheme of financing of agrarian science, which in essence should become a customer of scientific research topics and those developments that our scientists are engaged in," Gulmira Issayeva said.

In addition, much work in this direction was done by the National Agrarian Research and Education Center. According to the chairman of the board of the center Askar Nametov, the involvement of business should go in several directions.

First of all, it is necessary to involve businessmen in scientific projects. At the same time, the projects should be carried out on their basis and according to their proposals.

Secondly, business should be mobile and ready to adopt new technologies. According to Askar Nametov, to date only 8% of businessmen are organized farms. All the rest are small unorganized farms that are not ready to use new technologies.

"Therefore, we need very different mechanisms in order to unite them into cooperatives or help them get these technologies," Askar Nametov said.

It was also noted that, according to the experience of Western countries, National Agrarian Research and Education Center NJSC began to create service companies that will serve business structures and help them implement new technologies in Kazakhstan.
