Minister of National Economy Timur Suleimenov reported on the progress in the implementation of the state program of infrastructure development "Nurly Zhol" for 2015-2019 at the meeting of the Government of the Republic of Kazakhstan, chaired by Prime Minister Bakytzhan Sagintayev.

Minister of National Economy Timur Suleimenov reported on the progress in the implementation of the state program of infrastructure development "Nurly Zhol" for 2015-2019 at the meeting of the Government of the Republic of Kazakhstan, chaired by Prime Minister Bakytzhan Sagintayev.

According to Timur Suleimenov, 484.2 billion tenge were allocated for the implementation of the "Nurly Zhol" program in 2017, of which, as of October 1, 2017, 313.7 billion tenge or 65% of the annual financing plan have been executed.

For the implementation of 22 major road projects of national importance this year, 259.8 billion tenge were envisaged, of which 150.4 billion tenge were allocated for October 1, which have been fully executed. In addition, loans from MFIs in the amount of 96.4 billion tenge were additionally attracted, of which for today 27 billion tenge have been executed.

The Minister outlined the largest projects. So, for the construction of the infrastructure of the SEZ "National Industrial Petrochemical Technopark" in 2017, the funds in the amount of 7.7 billion tenge were pledged. To date, the project of a gas turbine power plant has completed the provision of basic technological equipment, construction and installation work is under way. The project is implemented in accordance with the schedule.

In 2017, 53 billion tenge from the National Fund will be provided for the modernization of heat, water and wastewater systems, which will allow the construction and reconstruction of about 700 km of networks.

In addition, 71.7 billion tenge will be allocated in 2017 for the construction of 109 educational facilities from the National Fund for development of the education infrastructure, of which 76 objects are planned to be commissioned this year.

"To fund the missing infrastructure, 10 billion tenge were allocated from the National Fund to business facilities. Within the framework of this direction, the Ministry together with the regions carried out work on the revision of the Financing Plans and all the funds that were planned for December of this year are moved to November. This makes it possible to reduce the risks of not executing the funds," T. Suleimenov noted.

During the discussion, Minister of Finance Bakhyt Sultanov reported on the financing of expenditures for the implementation of the state program of infrastructure development "Nurly Zhol" for 2017.

According to the head of the Ministry of Finance, under the State Program "Nurly Zhol" 484.1 billion tenge were envisaged for 2017, including 164.2 billion tenge at the expense of the republican budget, and 319.9 billion tenge from the National Fund.

In the first direction – development of transport and logistics infrastructure – 314.7 billion tenge were provided. As of October 1, 203.7 billion tenge or 100% of the plan were executed for the reporting period.

In the second direction, funds provided for the development of industrial infrastructure in the amount of 17.7 billion tenge were executed in the amount of 12 billion tenge, or 100% of the plan.

In the third direction – modernization of housing and communal services, water and heat supply networks, and water disposal – 53 billion tenge were provided. They were executed in the amount of 44.8 billion tenge, or 99.9% of the plan.

In the fourth direction – development of infrastructure in the sphere of education – 71.7 billion tenge were provided for the construction of schools. As of October 1, the regions transferred 59.5 billion tenge, or 96.7% to the plan.
