More than 10 million square meters of housing will be introduced this year as part of the "Nurly Zher" Housing Program. This was reported by the Minister for Investments and Development, Zhenis Kassymbek, today at a meeting of the Government of the Republic of Kazakhstan, chaired by Prime Minister Bakytzhan Sagintayev.
As Zhenis Kassymbek noted, according to the results of nine months of this year, 591.3 billion tenge were invested in housing construction, including 108.4 billion tenge of state investments. 7.9 million square meters of housing were put into operation, which is 10.2% higher than the last year's level. Total input of housing to the annual plan is 78.2%. A total of 70 thousand apartments were built.
83.4 billion tenge is provided for bringing the necessary infrastructure to the areas of housing construction. Of these, according to the financing plan, 57.4 billion tenge were transferred to local executive bodies (LES), 54.2 billion tenge (94.4%) was executed. For the development of individual housing construction, work is underway to bring engineering communications to more than 60,000 land plots.
In addition, this year, 25 billion tenge was allocated for the construction of rental housing without redemption. The construction of 5936 apartments has started, of which 2697 apartments will be commissioned this year. According to the credit housing of the LEB, with the plan of 8495 apartments from the beginning of the year, 3731 apartments (250 thousand m2) were introduced and by the end of the year another 4764 apartments (273.5 thousand m2) will be introduced.
It was noted that in 14 regions, second-tier banks began to provide the population with a preferential mortgage for the purchase of new housing. To date, banks have adopted 700 applications for 7 billion tenge, of which 650 applications for 6.6 billion tenge have been approved.
On October 10, a draft package of changes for the program was approved at the voting in the Government. The main changes affect the redistribution of funds from the subjects of the quasi-public sector in favor of akimats to increase the volume of construction of credit and individual housing. Also, the akimats are given the opportunity to buy out part of the unrealized loan housing for distribution to the waiting lists.
"In general, the introduced changes provide for updating the mechanisms of the program, and the ongoing activities will allow timely and effective implementation of all areas of the program and this year to commission 10.1 million square meters or 99,000 apartments," Zh. Kassymbek concluded.
Reports on the progress of the housing construction program were also given by A.Afrikhanov, deputy chairman of the Baiterek NMH, B. Bakauov and E. Tugzhanov, akims of the Pavlodar and Mangistau regions.
Following the consideration of the issue, B. Sagintayev noted the disproportion in the planning of construction and the need for housing in the regions. In the Almaty region, 37 thousand are on the waiting list, and the plan for housing construction is 88 apartments. In the Karaganda region, 35 thousand are on the waiting list, 387 apartments are in the plan. In the Mangistau region, 17 thousand are on the waiting list with the input plan of 1132 apartments.
The Prime Minister of Kazakhstan instructed the Minister for Investments and Development Zh. Kassymbek to deal with these issues and regulate planning. Coordination of implementation of the program "Nurly Zher" is entrusted to First Deputy Prime Minister Askar Mamin.
