When creating conditions for electronic commerce development, consumer rights protection should not be forgotten — B. Sagintayev

Today at the meeting of the Government on the results of consideration of the electronic commerce development, Prime Minister Bakytzhan Sagintayev instructed to take measures to improve the legislation, providing for the protection of consumers' rights and approaches to stimulating business to online trade.

First Vice Minister of National Economy, Ruslan Dalenov, reported that in order to effectively develop electronic commerce, the Roadmap for the Development of Electronic Commerce for 2018-2020 was developed and approved. Amendments have been made to the law "On the regulation of trading activities", which stipulate the concept "online store", as well as the rules governing the creation of sellers and intermediaries of online stores.

Also, the issues of stimulating the introduction of a simplified mechanism for mobile payments, proposals for reducing the commission for mobile payments, ensuring a full transition to the use of electronic invoices are being studied.

The Roadmap also provides for measures to increase UNCTAD indicators. As it is known, last year Kazakhstan took the 88th place, and in 2017 – 51st place.

Minister of Information and Communications, Dauren Abayev, Minister of Finance, Bakhyt Sultanov, chairman of the Board of Kazpost JSC, Saken Sarsenov reported on the measures being taken to develop electronic commerce.

Based on the results of the issue consideration, the Prime Minister noted that much is being done to develop electronic commerce in the country, tax privileges are given, a corresponding Roadmap has been developed, but, nevertheless, the protection of consumer rights should not be forgotten.

In this regard, the Ministry of National Economy together with interested state bodies and organizations is instructed to take measures to improve the legislation that stipulates the protection of consumers' rights and approaches to stimulate the business to online trade.

The Ministries of Investments and Development, the National Economy were instructed to work out the issues of expanding the list of own-produced goods, works and services aimed at accelerating the development of electronic commerce.
