B. Sagintayev discusses perspective directions of SME development with entrepreneurs of Zhambyl region

As part of the working visit to Zhambyl region, Prime Minister Bakytzhan Sagintayev met with members of the Regional Council of the Atameken NCE, during which the issues of implementing the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021, the Roadmap for Business 2020, development of industrial zones and single-industry towns were discussed.

During the meeting, the participants discussed the issues of further improving the business environment. To date, more than 13,000 business projects worth over 800 billion tenge have been financed within the framework of state support measures, microcredit up to 18 million tenge are provided with a nominal rate of no more than 6%.

Legislative measures are also taken to deregulate the business. The Government has done a lot of work in this direction. The number of licenses and permits has been reduced by more than three times. More than 17.6 thousand requirements for the verification of SMEs were cut. Thus, the number of requirements for inspecting entrepreneurs is reduced by 57%.

In addition, special attention is paid to the liberalization of healthcare and education. In 2017, more than 34,000 SMEs were exempted from health and medical inspections of business. This year 447 private preschool organizations were opened. The next stage, it is planned to cancel more than 30 obsolete sanitary rules to health and education organizations.

The meeting also discussed the development of public-private partnerships and heard the proposals of entrepreneurs to improve the mechanisms of interaction with local executive bodies.

Deputy Chairman of the Board of the Atameken National Chamber of Entrepreneurs, Tulemis Shotanov told about the current situation of SME development in the country.

In their turn, members of the Regional Council of Atameken announced the topical issues for the development of business in the region: Larisa Safonova asked the question about the possibility of switching to the electronic format when asking for land, Essei Mukhiev – regarding the receipt of fuel from regional operators, Guldara Nurumova – about subsidizing part rates of remuneration within the framework of the BRM-2020, Konstantin Michurin – on the development of industrial zones, Zhambyl Begmanov – on the need to create centers for supporting the development of selection and seed coles, Valery Romashchenko – on procurement for purchase of goods from secondary raw materials, Arstan Tlebaev – about financing of cities and single-industry towns within the framework of the Mass Entrepreneurship Program, Dastan Aitulenov – regarding the development of harvesting and primary processing of wool.

Deputy Minister of Energy, Magzum Mirzagaliyev, director of the international airport "Aulie-Ata" of Taraz city, Daulet Hamzin, akim of Zhambyl region Karim Kokrekbayev, First Vice Minister of Agriculture Kairat Aituganov, Vice Minister of National Economy Aibatyr Zhumagulov commented on the questions voiced by entrepreneurs.

In the end, Bakytzhan Sagintayev instructed the responsible to take control of all the questions and proposals of SME representatives and build a comprehensive work in this direction.
