As of 2018, employment centers to provide targeted social assistance of a new format – the Ministry of Labor

This was told by the Vice Minister of Labor and Social Protection of the Population, Svetlana Zhakupova, at a briefing in the press center of the Government.

According to the speaker, in the digitalization of the sphere of social and labor relations on the basis of the Unified Electronic Labor Exchange for the self-employed (with income below 12 MW), a simplified registration mechanism will be implemented in the state revenue bodies.

It is also planned to introduce the Single Accounting System for labor contracts for employers and employees. The transfer of labor contracts into electronic format will allow to abandon paper labor books and prepare the way for the introduction of universal income declaration.

"This does not mean that we will translate existing citizens' work books into digital format. They will be retained by citizens to confirm later work experience with the calculation of pensions. Until 2025, the system will be fully implemented," S. Zhakupova said.

In the system of social security for people with disabilities, the transition to a composite service for medical and social expertise has been carried out, that is, now a person applies only to one organization instead of three to receive the corresponding social services.

At the same time, the services will become even more accessible – there is no need to be personally present at the survey, it is possible to file an application electronically via eGov. The received applications will be distributed by random selection among the database of independent experts without a territorial reference to the applicant. As an effect, it is expected to reduce the number of commissions of medical and social expertise in the country, and eliminate corruption risks in decision-making.

In addition, a Social Services Portal will be created through which people with disabilities will be able to exercise the right to choose the types of services and their suppliers, which in turn will ensure a fair competitive environment for suppliers and improve the quality of services provided.

In place of the previous targeted social assistance, state children's allowance and a special state allowance to large families, starting from January 1, 2018, targeted social assistance of a new format is to be introduced, for which citizens will apply to employment centers. In the future, it is planned to use the non-declarative rather than proactive approach of providing TSA, when social services, without waiting for the application of a person who has fallen into a difficult life situation, will provide state support measures.

"To successfully solve these issues, the development of the Ministry's information resources will be continued within the framework of the state program Digital Kazakhstan," S. Zhakupova concluded.
