A. Myrzakhmetov: Stratplan 2025 is a serious challenge, but domestic business is ready for changes

Today, during the discussion by the expert community of the draft Strategic Development Plan of Kazakhstan until 2025, the chairman of the board of Atameken NCE, Ablay Myrzakhmetov, commented on the reforms related to competition and business competitiveness.

The reform is aimed at reducing the role of the state in the economy, reducing barriers to doing business, improving access to finance, and improving the external competitiveness of Kazakhstan's business.

According to Ablay Myrzakhmetov, in recent years, domestic business has appeared to be hooked on the needle of state support. And now business circles are not talking about competitive things, not about the advantages of business, but more about the Business Roadmap. You can count more than 50 types of state support.

"This situation must be radically changed. The state sets rules for doing business, and it demonstrates its readiness for change. According to the draft Strategic Plan, for seven years the state's share in entrepreneurship should decrease almost twofold. It is important that the state intends to reduce its share in the quasi-government sector every year,"Ablay Myrzakhmetov said.

Under the draft plan, the budget policy will change towards the elimination of inefficient measures, incentives will be given to competitive enterprises. Thanks to large-scale privatization and the transfer of competitive activities of the state to the business environment, the state's share in the economy will be radically reduced.

Realization of the Stratplan will allow increasing the share of small and medium business in the economy of Kazakhstan to 35%. National business will be renewed and strengthened by a wave of mass entrepreneurship, business will become the backbone of social stability in the country.

"This is a serious challenge. But speaking in general, the business is ready for change,” the Chairman of the Board of the NCE said.

According to the calculations of the project developers, the development of high-performing industries will allow to diversify the economy, increase its complexity level, and ensure the stability of the economy to structural crises due to a higher share of non-primary exports at the level of 50% in total exports, and reduce the non-oil budget deficit to 6% or less.
