In the framework of TSA of a new format, 100 thousand social contracts signed — T. Duissenova

Today, during a press conference following the meeting of the Government, the Minister of Labor and Social Protection Tamara Duissenova spoke about the differences in targeted social assistance of a new format from previous types of social support for the population.

As Tamara Duissenova noted, targeted social assistance of a new format is a comprehensive assistance.

"As before, every low-income family will receive assistance in the form of a cash payment. If the family has an able-bodied member, then it will receive an additional package — assistance in employment, receiving education and profession, credit, a subsidized workplace (for people with disabilities), the opportunity passing youth practice (for graduates of colleges and universities), the opportunity of resettlement in regions where there is a need for labor resources," said Tamara Duissenova.

At the same time, TSA of a new format for families in which there are able-bodied members will be provided on the basis of a social contract.

"We have already concluded 100 thousand social contracts. They set out the obligations of the local authorities, which should provide financial assistance and assistance in employment and the very able-bodied family members who undertake to receive training or to find work," the minister said.

Tamara Duisenova explained that if family members refuse to conclude such a contract, the able-bodied family members will automatically be excluded from the number of TSA recipients. In case of violation of the terms of the social contract, cash payments to the able-bodied family member will be reduced by 50% or abolished altogether. At the same time, money for mother and children under 18 will be paid in full.

Cash payments at the request of family members can be paid monthly or at a time for six months. In the latter case, the family has the opportunity to invest the accumulated money in the opening of their own business.

Changes have also affected the employment of persons with disabilities.

"To date, every enterprise has a quota of jobs for people with disabilities. Each region independently sets the volume of this quota depending on the structure of the economy. In the current year, subsidies for entrepreneurs who create new jobs specifically for people with disabilities were introduced. In 2018, 119 million tenge will be provided for 780 jobs for people with disabilities," the minister said, answering journalists' questions.

Also, according to Tamara Duissenova, in 2018, the northern regions of the country are ready to receive 622 families within the quota of resettlement of oralmans. Another kind of quota is the regional quota for immigrants, that is, for people who are ready from the surplus regions to move to regions where there is a need for labor resources. This year, it is planned to relocate 1,706 such families to the North Kazakhstan, Kostanay, Pavlodar and Akmola regions. These regions have already provided information on jobs and housing.
