Digital technologies play an increasingly important role in the development of the country's economy. Chairman of Zerde national information and communication holding, Ruslan Yensebayev, told how to develop digitization properly and what steps Kazakhstan has already made in the first two month of the implementation of the Digital Kazakhstan State Program.
Digital Kazakhstan State Program was approved in December 2017.
This is an important comprehensive program aimed at improving the standard of living of every citizen of the country through the use of digital technologies. In the period from 2018 to 2022, the work is planned on five key areas:
1. Digitization of the Economy,
2. Transition to a digital state,
3. Implementation of the digital Silk Road,
4. Development of human capital,
5. Creation of an innovative ecosystem.
Within the framework of these five directions, 17 specific tasks and 120 projects have been formed.
So, in the first direction — digitalization of the economy, it is planned to increase the level of labor productivity in all directions. Among the projects, the Digital Mine can be identified. This information system collects data through the sensors installed on the equipment, provides an optimal production process, monitors the consumption of reagents, reduces downtime of equipment, and quickly identifies and eliminates extraordinary situations.
Another direction is the transition to a digital state. In the context of its implementation, it is planned to digitize the activities of state agencies, reduce paperwork, increase the participation of citizen in governance, and introduce Smart City technology.
So, the system for monitoring the observance of traffic rules Sergek has been introduced and is functioning. This is expected to improve the situation with the observance of traffic rules. If the system fixes the offense, the protocol is generated automatically and sent to the address of the violator's residence. Also, it is planned to implement a project to create and operate centers of operational management of small towns of the Republic of Kazakhstan. That is, not only large administrative centers, but also monotowns will be equipped with new technologies, which will lead to a decrease in the level of crime and delinquency.
In turn, the expansion of coverage of communication networks and ICT infrastructure, as well as the strengthening of cyber security, determine the third and no less important direction of the program — the implementation of the digital Silk Road. So, in the period from 2018 to 2020 more than 1200 rural settlements of the republic will be provided with broadband access to the Internet. In general, these initiatives include the modernization of the satellite communication system, the development of fiber-optic communication lines to remote settlements, as well as the increase in transit capacity and the digital television and radio broadcasting network.
The development of human capital is the fourth direction, whose goal is to update the education system in accordance with the best world practices. It is planned to implement a project to update secondary education programs. Here there is an introduction to the learning process of elements of robotics, virtual reality, 3D-printing and others.
In the fourth direction, the project for conducting training courses for basic digital skills for the population is also important. Retraining of personnel will allow citizens of the republic to meet professional standards and remain in demand by specialists.
In the implementation of the final direction — the creation of an innovative ecosystem, specific tasks were also identified. This support of innovative development sites, promotion of technological entrepreneurship and start-up culture, attraction of venture financing, and the formation of demand for innovation. A vivid example is the creation of an international technopark of IT-startups - Astana Hub. It is expected that this site will enable
domestic IT specialists and start-ups to start developing their projects.
About 2 months have passed since the adoption of the Digital Kazakhstan program, however, Kazakhstanis can already see significant results. There are new means of navigation that help reduce the time for a trip and choose the most optimal routes. There are applications that help to find any products.
The digital farm is applied in the NKR, on which the computer automatically calculates the volumes of feed and the time of feeding. First of all, it reduces the costs of personnel maintenance, and secondly — increases the efficiency of production.
There also results in healthcare. To date, the equipment of medical personnel with computers is 81.3%, and access to the Internet is provided for 55.6% of medical institutions.
At the moment, for each patient in the country, an electronic health passport is being created that will allow the patient's entire medical history to be stored online. These and other results are taking place, despite the fact that only 2 months have passed.
It should be noted that the President of Kazakhstan Nursultan Nazarbayev outlined the implementation of the Digital Kazakhstan State program as the main task of the Government.
