Urban cadastre allows ensuring transparency of architectural and construction activities — Zh. Kassymbek

Today at the meeting of the Government chaired by the Prime Minister Bakytzhan Sagintayev, the Minister for Investments and Development, Zhenis Kassymbek, and the Minister of Information and Communications, Dauren Abayev, reported on the implementation and functioning of the state urban cadastre.

In Kazakhstan, within the digitalization of the construction industry, a state urban cadastre is being formed. The city-planning cadastre provides a single system of information about all real estate and infrastructure objects located above the ground, on the surface and under the surface of the earth.

"Urban cadastre allows to ensure transparency of architectural and construction activities, providing the necessary information to the population and business on the availability of infrastructure, the connection to engineering communications," Zhenis Kassymbek reported.

According to the information given by the akimats, the level of digitalization of the data of the urban population is on average 20% in the country.

To date, the Republican level of the city council has been created and is being maintained, containing nine thematic bases with more than 35 thousand objects in the main areas of the economy.

According to Zhenis Kasymbek, for the widespread introduction and operation of the state township in the regions, the akimats should present the available information models and databases in the city council, speed up the inventory of engineering networks and facilities, implement the application of the town council and others.

Regions have begun work on providing available information resources of the urban cadastre, as well as allocating funds for the inventory of engineering networks and communications. To date, data have been sent on the Akmola region (Kokshetau), Aktobe region (Aktobe), Almaty region (Taldykorgan and 8 regional centers) and Atyrau region (Atyrau).

Minister of Information and Communications, Dauren Abayev, reported on the creation of the information system, Single State Real Estate Cadastre (SSREC) within the framework of the Digital Kazakhstan State Program, through the consolidation of a number of information systems (AIS SLC, SDB REC).

SSREC will include 19 subsystems and modules, conditionally divided into subsystems of functional purpose, subsystems of general system designation and subsystems of information-reference purpose. The project will be implemented between 2018 and 2021.

Currently, work is under way to develop the Concept, the terms of reference and the necessary project documentation, and also the transfer of the Automated Land Cadastre Information System (Ministry of Agriculture) and the State Database "Real Estate Register" (Ministry of Justice) to the trust management of the Government for Citizens state corporation.

Also, akims of Kyzylorda region, K.Kusherbayev, Atyrau region, N.Nogayev, Almaty city, B.Baybek, and deputy akim of Astana city, S.Khoroshun, made reports on this issue.

Following the consideration of the issue, the Prime Minister Bakytzhan Sagintayev instructed the akims to provide existing databases and information systems for urban development cadastre to the Ministry for Investments and Development.

It is also necessary to conduct an inventory of engineering networks in the regions and transfer data to the Ministry for Investments and Development.

The Ministry for Investments and Development, together with the Ministry of Information and Communications, taking into account the data provided by the regions, is instructed to begin the formation of an automated information system of the State Urban Cadastre.

The control is assigned to the Deputy Prime Minister of the Republic of Kazakhstan, Askar Zhumagaliyev.
