Just over a month ago, Nursultan Nazarbayev announced his new Five Social Initiatives at the joint session of the Chambers of Parliament. They provoked widespread support in the Kazakh society, and the Government immediately started the implementation of the tasks set by the President.
Elbasy Nursultan Nazarbayev noted that it is time to take concrete efforts to strengthen the social unity of our society through large-scale social projects.
"I want to say it right away: everything that will be offered today is a well thought out program. This is a rational, and at the same time, optimistic project for the benefit of the people," the Head of State said in his address to the people.
Launching the program 7-20-25, the President stressed that every working Kazakh will have an opportunity to get a mortgage loan in tenge on the following conditions:
It should be noted that the state for all the years of independence is seriously engaged in the construction of housing in the country. Last year, for example, a record was set for housing construction. And, nevertheless, this, it turns out, is not enough.
Today, in an interview to PrimeMinister.kz, the chairman of the Committee for Construction and Housing Communal Services of the MID RK, Markhabat Zhayymbetov, described what the first of the five social initiatives of the President, "New Opportunities for Acquiring Housing for Each Family," means, why there is the need for such an initiative and how will the mechanism for its implementation be executed.
— Tell me, please, what key tasks are designated within the First Presidential Initiative "New Opportunities for Acquiring Housing for Each Family"?
— Against the background of the active development of housing construction, the level of housing provision for the population over the past decade has increased by 30% and reached 21.6 m². At the same time, according to the latest instructions of the Head of State, given in his Address to the people of Kazakhstan dated 10.01.2018 "New Opportunities Under the Fourth Industrial Revolution," we need to reach the indicator of housing provision per person of 30 m² by 2030.
To successfully accomplish this task, we need to create conditions for increasing the annual volume of housing commissioning. In this regard, we, together with interested organizations, are preparing proposals for updating existing mechanisms and introducing new ones. It is assumed that all levers will be maximally used, including the opportunities of private developers and the banking sector.
In particular, it is planned:
— Are there any economic calculations about what will be the effect of the First Initiative of the President? How much housing is it supposed to commission in the period of its operation?
— As the Head of State noted, for these purposes, the National Bank will attract about a trillion tenge, i.е. with a mortgage amount of 9.6 million tenge, it will be possible to issue an order of 100 thousand available loans. According to our calculations, this is 6.7 million m² of housing.
For example, at an apartment price of 12 million tenge, an initial contribution (20%) will be 2.4 million tenge, the remaining amount of 9.6 million tenge will be issued by the bank at 7% for 25 years. As a result, the amount of the monthly payment will be 68 thousand tenge.
In general, the measures taken will allow fulfilling the instructions of the Head of State, given within the framework of the Five Initiatives, as well as the Address to the people of Kazakhstan, and by 2030 the index of housing provision per person to 30 m².
— Many are interested in what will be with the previous housing programs? Is it possible to restructure previously received mortgage loans in STB on terms 7-20-25?
— Since 2017, the Nurly Zher Housing Construction Program has been implemented, in which all the issues of housing construction from the existing regional development programs and Nurly Zhol were integrated. In connection with the recent instructions of the Head of State, we are planning to make changes to the Nurly Zher Program, which will provide for norms to increase the volume of housing construction.
Accordingly, housing loans of Housing Construction Savings Bank will be revised under the parameters of the new program 7-20-25.
In addition, it is planned to implement the HCSB 5-5-25 program for servicemen and employees of special state bodies; introduce HCSB 5-20-15 program for the repayment of credit housing. I must explain that here the depositors of the bank will be provided with loans at 5%, if funds are available on the bank account of at least 20%, for a loan period of up to 15 years.
In addition, as part of the Program's changes, it is envisaged to purchase credit apartments for local executive bodies not only by the Housing Construction Savings Bank investors, but also by clients of private banks.
These conditions will create a greater impetus in the development of the mortgage because of the price parameters on which the akimats are building. This is 140 thousand tenge in the regions, and in the cities of Astana, Almaty, Atyrau and Aktau — 180 thousand tenge (the constructed housing is sold to depositors of the bank in three months and the rest of the unsold housing is for the clients of the STBs).
For active participation of private developers in this program, it will be possible for the local executive bodies to purchase their built objects (at the expense of funds allocated for the construction of credit housing and rental housing without a ransom).
We will also provide for the financing of housing construction or the issuance of housing loans by state enterprises to their employees for an initial contribution.
Also for the preparation of construction sites for private developers, we, together with the Ministry of Finance, are considering to increase the financing of construction of engineering communications in the areas of housing construction from 80 billion tg to 100 billion tg.
