Development of single-industry towns: B. Sagintayev holds a meeting with activists and public of Zhezkazgan district

Within the framework of the working trip to Karaganda region, the Prime Minister Bakytzhan Sagintayev met with activists and the public of Zhezkazgan district on the issues of social and economic development.

During the meeting, the issues of development of single-industry towns of the region, improvement of infrastructure, training and retraining of personnel due to changes in market conditions and the emergence of new technologies were discussed, and the results of the implementation of the Ruhani Zhangyru Program and mechanisms for the fulfillment of the President's Five Social Initiatives were reviewed. In particular, the meeting participants talked about plans for the supply of gas to the region and construction of internal gas distribution networks as part of the implementation of the Saryarka gas trunkline project on the Kyzylorda – Zhezkazgan – Karaganda – Astana route.

Opening the meeting, Bakytzhan Sagintayev pointed out that in order to implement the President's Five Social Initiatives, appropriate mechanisms were developed, the Roadmap is being implemented, which includes specific activities and deadlines. The necessary legislative changes have been developed. Budget funds have been allocated. The government is taking all necessary measures to fulfill the tasks.

In addition, new opportunities for students were discussed, among them are the increase in the accessibility of education, the improvement of living conditions: new dormitories and the 7-20-25 housing program.

Akim of Karaganda region, Y. Koshanov, reported on socio-economic development of the region and work plans. In the Zhezkazgan district, industrial output increased by 5% in 2017 and amounted to 382.3 billion tenge, agricultural growth was 10.6%, investments increased by 14%. The indicators for the first quarter of this year also show a positive trend in the development of the economy.

The work on diversification of the economy of single-industry towns is underway in the region. The three-year plan adopted last year is aimed at the development of small and medium businesses, the service economy, infrastructure and construction of social facilities, as well as the employment. The implementation of the Plan will allow to increase the volume of industrial production by 13.2%. The volume of investments in fixed assets is planned to increase by 63.1%. About 1500 new jobs will be created.

Reporting on the execution of the President’s Five Social Initiatives, Y. Koshanov said that the implementation of the project to build the gas pipeline will affect 70% of the population of the entire region. In Zhezkazgan, at the first stage, it is planned to build inter-city networks with additional coverage of streets and microdistricts, where there is no central heat supply. Here it is planned to provide gas to about 2500 houses. The next stage is gas supply to the city of Satpayev and adjacent settlements.

Director General of Kazakhmys Corporation LLC, B.Krykpyshev, spoke about prospects for the development of the mining and metallurgical industry in the region, automation and digitalization of production processes, raising labor productivity and refocusing personnel.

Minister for Investments and Development, Zh. Kassymbek, reported on the current indicators and tasks of the region in the areas of technological modernization, attraction of investments, introduction of elements of the Industry.

Vice Minister of National Economy, R. Dalenov, informed about the development of single-industry towns of the Karaganda region. 42% of the region's population lives in eight mono-towns of the district.

Within the framework of the Program for the Development of Regions until 2020, 18 "anchor" projects for a total of 43.4 billion tenge are being implemented in monocities, with the creation of more than 2 thousand jobs; 46 projects have been introduced for the placement of auxiliary industries by town-forming enterprises, with the creation of more than 9 thousand jobs. For integrated support of entrepreneurs in all monotowns, the Business Support Centers have been established. In general, as a result of business support measures from 2015, the number of active small enterprises of single-industry towns of the region increased from 2.4 thousand to 3.1 thousand, or by 32%.

Minister of Labor and Social Protection of Population, M. Abylkassymova, spoke on the issues of development of productive employment and labor mobility, training and retraining of personnel for a new economy. In order to expand microcredit, 5.7 billion tenge is envisaged for the Karaganda region, this will allow to support 1312 people this year (1049 – rural area, 218 – urban population).

Minister of Culture and Sports, A. Mukhamediuly, in his turn, reported on the results of the implementation of the Head of State’s Ruhani Zhangyru Program in the region. For six months, leading representatives of the Karaganda region at their own expense have opened more than 15 new socially significant facilities. The list of sacred objects of national importance includes 43 monuments from the Karaganda region. In order to develop tourism, it is planned to build a visit-center on the territory of the State Historical and Cultural Museum-Reserve "Ulytau."

Representatives of the region's public also spoke at the meeting. Member of the Assembly of the People of Kazakhstan, Zinaida Chumakova, honorary citizen of Zhezkazgan, Sagyndyk Kozhamseitov, resident of Ulytau, Shayakhmet Umbetov, raised questions of gas supply of the region, development of SMEs along the Saryarka gas pipeline, as well as the quality of the Zhezkazgan – Kyzylorda highway.

Following the discussion, the Prime Minister B. Sagintayev noted that the overall development of the Zhezkazgan district shows positive dynamics, and also gave a number of specific instructions to the heads of ministries and the region to implement the plans and issues identified.
