The State Program of Infrastructure Development “Nurly Zhol” for 2015-2019 was developed and adopted by the Government within the framework of the President's Address of 11.11.2014 "Nurly Zhol – the Way to the Future." The program’s goal is to form a single economic market by integrating the country's macro regions based on building an effective infrastructure on the hub principle to ensure Kazakhstan's long-term growth, as well as implementing anti-crisis measures to support certain sectors of the economy in the face of deteriorating conditions on foreign markets.
Over the past years, some adjustments were made to it, but the essence remained unchanged. Today we will focus on only two of its aspects: the creation of an efficient transport and logistics infrastructure in accordance with the "ray" principle and modernization (reconstruction and construction) of the housing and communal services and heat, water and sanitation systems. Ministry for Investments and Development of Kazakhstan is responsible for the successful implementation of the systems.
Within the framework of Nurly Zhol, MID RK implements projects on the development of roads, transport, civil aviation and modernization of heat, water and sanitation networks. The main projects are the reconstruction and construction of highways of national importance.
The length of public roads is 95.6 thousand km, including the republican network – 24.4 thousand km, the local network – 71.2 thousand km. In 2018, it is planned to implement 23 projects with a total length of 4,200 km.
The work is underway on 22 projects: Temirtau – Karaganda, Center – East, South – West bypass of Astana, Shchuchinsk – Zerenda, Kostanay – Denisovka, Beyneu – Aktau, Beyneu – Akzhigit, Zhetybai – Zhanaozen, Bypass of Kordai, Astana – Petropavlovsk, Aktobe – Makat, Atyrau – Astrakhan, Usharal – Dostyk, Kurty – Burylbaytal, Kalbatau – Maykapshagai, Kapshagai – Taldykorgan, Taldykorgan – Ust-Kamenogorsk, Taskesken – Bakhty, Osinovsky pass, Merke – Burylbaytal, Uralsk – Kamenka and Uzynagash – Otar; it is also planned to start the new Balkhash – Buralbaital project.
At the end of the year, traffic will be opened at 528 km.

What projects are currently under implementation?
The projects Merke – Burylbaytal (266 km), Southwest bypass of Astana (33 km) and Kalbatau – Maykapshagai (415 km) will be reconstructed with loans from Exim Bank of China. The implementation started in the second half of 2017.
In general, the reconstruction of the above projects will be completed in 2020. Due to the works completed, it is planned to increase the share of roads in good and satisfactory condition to 90%, the share of roads of the first and second technical category – to 50%.
As part of the development of trans-Caspian multimodal transport, the project of the Kuryk port ferry complex is being completed. In December 2016, the port launched a rail ferry terminal with a capacity of 4 million tons, the operating activity of which was launched in March 2017. For the first quarter of 2018, about 426.7 thousand tons of cargo were handled through the terminal.
Currently, the implementation of the second phase of the project, a road crossing, with a capacity of 2 million tons per year, continues. To date, work is underway to build protective hydraulic structures: the eastern and western breakwaters, the customs clearance area, the pre-grading sorting station. Completion is scheduled for 2018.
As noted in the Ministry for Investments and Development, in 2017, 98 investment projects were selected for the allocated 41.1 billion tenge:
It is planned to build and reconstruct about 1185 km, including 86.6 km in thermal networks; on the networks of water supply and water disposal – 1097.9 km, 5 boiler houses and 12 other facilities. Completion is planned in December 2018.
As of May 1, the development of natural monopolies by entities is 32.1 billion tenge or 78% of the allocated funds.
821.9 km of engineering networks were built and reconstructed (heat supply – 26.8 km, water supply – 748 km, water disposal – 47.1 km), 3 pumping stations. Construction and installation work is continuing.
For 2018, 34.3 billion tenge is provided, of which 33.4 billion tenge is budgetary crediting, 0.7 billion tenge is budget subsidy, 0.2 billion tenge is the services of the Agent and the operator.
In total for the period 2018-2019, it is planned to build and reconstruct about 279.1 km: including 53.7 km in heating systems; over water supply and sewage networks – 225.4 km, 18 water facilities and 12 thermal points. As a result, by the end of 2019, network wear will decrease from 57% to 53%.
