Vice Minister for Investments and Development Kairbek Uskenbayev explained at the briefing in Ukimet Uyi how the former Nurly Zher program differs from the new one in the status of the state.

 

Answering journalists' questions, Kairbek Uskenbayev noted that according to the system of state planning, the Nurly Zher program was re-affirmed in the status of state at the Government meeting. Previously, the Ministry of Investments and Development was responsible for the implementation of the program. And it was a sectoral program.

In connection with the implementation of the first of the Five Social Initiatives of the President and the introduction of adjustments, the Nurly Zher program has now become a state program.

In general, the adopted norms will allow to ensure the annual dynamics of the increase in the volume of housing commissioning by 8% or more than 8 thousand dwellings per year and to increase the housing provision by 2030 to 30 m² per person.

So, starting from 2019, funding for the construction of rental housing without a ransom will be annually increased for 10 billion tenge. In addition, more than a thousand citizens will receive social housing annually. To ensure the growing volumes of construction, it is planned to increase the financing of the construction of engineering networks by 20 billion tenge.

The implementation of credit housing is not only foreseen for the depositors of Housing Construction Savings Bank, but also to depositors of second-tier banks. These conditions will give a greater impetus to the development of the mortgage program 7-20-25 due to affordable price parameters.

"We have adjusted the Nurly Zher program taking into account the presidential program of mortgage lending 7-20-25. Our task is to provide new housing for all its participants," Uskenbayev said.

It should be recalled, the issue of the implementation and actualization of the Nurly Zher Housing Construction Program was considered June 19 at the meeting of the Government.
