July 18 at the press conference in the press center of the Government, Deputy Chairman of the State Revenue Committee of the Ministry of Finance Madi Takiyev spoke about the introduction of the system of universal declaration in the framework of the implementation of the Nation’s Plan “100 Concrete Steps.”
As Takiyev noted, in accordance with the 42nd step of the Nation’s Plan, it is envisaged to introduce universal declaration of incomes and expenditures of individuals. So, starting from January 1, 2020, universal declaration, whose main mission is to fight against the shadow economy and corruption, will be introduced in Kazakhstan.
"To date, the entire legislative base we need is already in the new Tax Code. All those norms concerning universal declarations are reflected in it," said Takiyev.
Among the persons who will be required to submit the declaration in 2020 are adult citizens of Kazakhstan, oralmans and persons holding a residence permit; minors — if they have property registered or receive income; foreigners — in the presence of property or share in the territory of Kazakhstan.
According to preliminary estimates, in 2020, taking into account the attainment of the 18-year-old age, 12.9 million people will be subject to declaring, of which the urban population is 7.4 million people, and the rural population is 5.5 million people.
According to Takiyev, when entering the declaration system, an initial (entry) declaration on the assets and liabilities of a private individual in the form 250.00 will be submitted, which is designed for information on the assets, accounts receivable and payable of an individual, cash and bank (deposits, loans) in foreign banks as of December 31, 2019.
In addition, an individual may also specify other property in the form of cultural valuables, jewelry, biological assets.
The declaration can be submitted in two terms:
— until July 15 — for those who submit a declaration on paper carrier;
— until September 15 — for those who will submit the declaration electronically.
Thus, it is planned to stimulate the provision of the declaration in electronic form.
In the future, a declaration on incomes and property will be submitted annually, which is provided in 2 forms — an expanded 270.00 form, a brief 260.00 form.
The expanded declaration will indicate the income for the year, tax deductions, the fact of acquisition (free of charge receipt) or alienation (gratuitous transfer) of real estate, transport, securities, equity, investment gold, derivative financial instruments.
A short declaration of income and property (on the 1st sheet) will be provided by pensioners, students and employees. Thus, confirming that for the year they have not received any other income. This declaration will represent about 70% of the population (teachers, retirees, students and employees).
"Today we are doing a lot of work. A pilot project has been launched in the Karaganda region. In general, the population is ready," Takiyev noted.
In the course of the pilot, 1,528 individuals were questioned, which established that 80% of the population would prefer to submit the forms of tax reports electronically or through a mobile application, the rest — on paper.
In case of problematic issues on the completion of the declaration, 39.6% would prefer to apply to the public service centers; 32% — to state revenue bodies; 20.9% — to the contact center 1414.
"Today we are working to pre-fill the declaration. We work with authorized state bodies to ensure that the whole database is clean. We created a taxpayer's office on the eGov.kz site. We are preparing a whole block of explanatory work. In addition, the Agency for Civil Service Affairs supported us, and they implemented issues of universal declaration in the training program for civil servants," Takiyev informed.
