In Kazakhstan, level of juvenile delinquency decreased by 27% over the past five years — Ministry of Internal Affairs

September 3 at a press conference at the press center of the Government, Deputy Chairman of the Administrative Police Committee of the Ministry of Internal Affairs Maksat Baibolov spoke about offenses among minors, as well as measures taken to combat juvenile delinquency.

"The statistics for eight months of this year shows that about 1,300 crimes have been committed. In order to prevent offenses, certain work is carried out, including organizational, practical and legislative measures," Baibolov said.

In Kazakhstan, there are 19 Centers for Adaptation of Minors. During the first half of the year, the centers received about 3,700 underage children. There are Family Support Services, whose activities are aimed at providing counseling, psychological, reference, information, social and legal assistance to the children in these centers.

In connection with the beginning of the new academic year, an operational preventive measure "Teenager" is being conducted.

"We emphasize that in connection with the summer holidays many children are not yet reorganized their schedule and walk in the streets at night without legal representatives. During five days of working under this measure, about 5,000 minors were taken to the internal affairs bodies for staying at night in entertainment establishments and outside homes without parental supervision. In these cases, we apply educational measures, as well as teach parents who do not take measures to raise children," Baibolov informed.

Thus, according to him, since the beginning of 2018, about 38,000 children were sent to the internal affairs bodies who were neglected in entertainment establishments.

"There are also administrative and legal levers of influence on the owners of such establishments. We attracted about 2,500 owners of retail facilities for selling alcohol and tobacco products to minors, as well as about 600 entertainment facility owners for finding minors at night," he said.

According to official statistics, over the past five years, the level of juvenile delinquency in the country as a whole decreased by 26.8%. The decrease is noted in Almaty by 9% (from 166 to 151), East Kazakhstan by 25.8% (from 151 to 112 ), Kostanay — by 6.5% (from 92 to 86) and West Kazakhstan region — by 10% (from 70 to 63 facts). The number of crimes committed against minors over the past five years has decreased 4.5 times.

At the same time, according to the Ministry of Internal Affairs, in 2018, in comparison with the same period in 2017, the number of road accidents involving children has decreased by 12.4%.

In order to strengthen the children's skills in safe behavior, as well as the prevention of child road traffic injuries, regular preventive measures and actions are conducted at both the national and regional levels: "Safety of children on the roads", "Attention — children!" , "Your passenger is a child", "The pedestrian is on the transition!" etc. In total, since the beginning of this year, over 1,500 various propaganda campaigns, actions, quizzes, competitions have been conducted.

For seven months, the number of crimes committed by minors decreased by 3.7% (from 1774 to 1708), including a 13.3% drop in the number of murders (from 15 to 13), robberies by 15.8% (from 292 to 246) and theft by 8.65% (from 1006 to 919).
