Bakytzhan Sagintayev instructs regional akims to intensify work with investors on energy saving projects

November 19 at the Government meeting, after hearing the reports of some ministers and akims on measures taken to improve energy efficiency and energy saving, the Prime Minister of Kazakhstan Bakytzhan Sagintayev instructed to develop algorithms for reducing energy consumption per unit of production.

The Head of State outlined the need to reduce the energy intensity of the country.

To date, only general data are available on reducing the energy intensity of industries as a whole. This mechanism complicates the tracking process: whether energy consumption is reduced in the production of each product, or simply the production and, as a consequence, energy consumption has decreased.

In this regard, the Prime Minister instructed the Ministry for Investments and Development to work out algorithms for reducing energy consumption per unit of output (a ton of steel, aluminum, coal, etc.).

In addition, given that in the state energy register only 710 out of 5,198 are legal entities, the rest is quasi-state sector, companies that are in the Samruk-Kazyna Sovereign Wealth Fund should also work to improve energy efficiency.

Sagintayev instructed regional akims to work more actively with investors and energy-consuming enterprises, including on the implementation of public-private partnership projects and promoting energy conservation.

According to the Ministry for Investments and Development, four energy saving PPP projects totaling more than 9.7 billion tenge are being implemented in the regions (Pavlodar, Atyrau and Kyzylorda), four PPP projects are underway on the signing stage, ten PPP projects are under development of documentation and search for partners. In other areas there are no energy saving PPP projects.
