2 trillion tenge to be invested in development of North Kazakhstan region over 5 years

At the government session chaired by Prime Minister Askar Mamin, the Comprehensive Plan of Social and Economic Development of the North Kazakhstan Region until 2025 was considered.

Minister of National Economy Aset Irgaliyev, Minister of Industry and Infrastructure Development Beibut Atamkulov, Minister of Agriculture Saparkhan Omarov, Minister of Trade and Integration Bakhyt Sultanov, Minister of Labor and Social Protection of the Population Serik Shapkenov, Minister of Healthcare Alexey Tsoy, Minister of Education and Science Askhat Aimagambetov made reports, Akim of the North Kazakhstan Region Kumar Aksakalov.

On behalf of the Head of State Kassym-Jomart Tokayev, the Comprehensive Plan of Social and Economic Development of the North Kazakhstan Region was updated. The document provides for the implementation of over 80 measures in 4 main areas: investment projects, housing and infrastructure, social sphere, ensuring public order and civil protection.

The total volume of investments in the updated Comprehensive Plan is about 2 trillion tenge, most of which are private investments. This will allow implementing new projects, creating high-quality jobs and creating a new structure of the region's economy.

According to preliminary estimates, the implementation of the Comprehensive Plan will help increase the volume of manufacturing and agricultural products by 1.5 times, ensuring the growth rate of the gross regional product to 5.2%. New points of growth will appear, the infrastructure of the region will improve.

Thus, the agro-industrial complex will build 52 dairy farms, 3 feedlots, 2 poultry farms, a feed mill, a greenhouse complex, etc.

The industry envisages the localization of production of CLAAS agricultural machinery, a John Deere service center, and the development of tungsten-molybdenum ore deposits. Aksoran and Bayan, as well as the construction of a mining and metallurgical plant and new production sites of the ready-built factory type.

A trade and logistics hub Kyzylzhar will be created in the region.

To develop business activity with the country's administrative centers, the number of flights will increase from 16 to 68 per month. In order to strengthen the tourist potential and develop sports, a multifunctional tourist complex will be built in the Imantau-Shalkar resort area, the Sports Palace for 3 thousand seats in the city of Petropavlovsk.

The development of housing, engineering and communication, digital and transport infrastructure of settlements in the North Kazakhstan region will continue. Along with the construction of a regional multidisciplinary hospital, it is planned to commission 47 medical facilities in the region.

16 schools and a correctional boarding school for children with special educational needs with 400 places will be built. It is planned to create a university based on the experience of Nazarbayev University, as well as a Center for Academic Excellence.

“The region will receive a new impetus for social and economic development. 26 thousand highly qualified jobs will be created. Improving the quality of life of the population will help stabilize migration processes in the region and create additional conditions for the retention of young people and the influx of specialists. This will be facilitated by the active development of education and healthcare,” Mamin said.

The head of government instructed to ensure the timely and high-quality implementation of the measures of the approved Comprehensive Plan for the Social and Economic Development of the North Kazakhstan Region until 2025.
