947 thousands of job placements planned for 2023

The issue of implementation of regional employment maps was considered at the Government session chaired by the Prime Minister of the Republic of Kazakhstan Alikhan Smailov.

Deputy Prime Minister – Minister of Labor and Social Protection of Population Tamara Duisenova reported that currently the implementation of the Head of State's instruction to employ 3.3 million Kazakhstanis, including at least 2.3 million young people within 7 years is underway. As part of this work with the help of the Digital Family Map, a target group has been identified, which should be covered by active measures to promote employment. After that, 20 regional employment cards were approved at the beginning of the year, providing for the employment of 947,000 citizens. To date, about 441 thousand people have been employed, which is 47% of the plan. The share of young people among them is about 50%.

According to her, the employment of citizens is carried out in several directions. Thus, about 20 thousand new jobs have been created within the framework of 11 national projects. In addition, the employment of citizens is provided through referrals to vacancies posted on the Electronic Labor Exchange. At the end of the half-year 124.5 thousand people were employed in this way.

As part of the implementation of the Head of State's instruction to create 100 new jobs for every 10,000 people living in the regions, 123,700 business entities were registered, where more than 151,000 people were employed.

At the same time, the government is actively promoting employment of citizens by creating subsidized jobs. As of July 1, 26,000 citizens belonging to vulnerable groups found their first jobs. 59% of the citizens covered by subsidized jobs are women and 36% are young people.

The next area of active measures to promote employment is the provision of State grants. To date, 5,316 citizens from socially vulnerable groups have received State grants, 40% of whom are young people.

On the instructions of the Head of State, the Ministry of Labor is implementing another project to provide microcredits for young people at an annual interest rate of 2.5 per cent to support entrepreneurial initiatives. About 29 billion tenge is envisaged in this year's national budget to support 5,796 young entrepreneurs.

Akim of Kyzylorda region Nurlybek Nalibayev and Akim of Kostanay region Kumar Aksakalov reported on measures to ensure employment in the regions.

Prime Minister stressed that local employment agencies are actively working within the framework of subsidized jobs and under the initiative "100 jobs per 10 thousand population".

"It will be profitable for the employer to hire this person, as he will receive a subsidy from the local budget," Alikhan Smailov noted. 

According to him, in terms of employment of citizens from labor-surplus to labor-deficit regions, over 1300 families have been resettled since the beginning of the year, which is a good indicator. At the same time it is necessary to pay more attention to the adaptation of resettled people, so that they would be interested to stay in a new place of residence.

Prime Minister also reminded that since July 1 in the regions labor mobility centers began to work, a single database of jobs throughout the country is being formed.

"This will give citizens the opportunity to find employment not only within the city or district, but also for available vacancies in their region or beyond its borders," Alikhan Smailov said. 

At the same time, comprehensive work is underway to issue microcredits and grants to develop their businesses. More than 5 thousand grants and more than 1.5 thousand microcredits for young people have already been issued. On a competitive basis, young entrepreneurs are granted preferential loans at 2.5% per annum.

In addition, the State has intensified information and awareness-raising work on employment opportunities for both permanent and subsidized jobs. About how one can undergo retraining, get state grants or microcredits to develop one's business.

"All these measures are aimed at improving the quality of life of the population," the Head of Government emphasized. 

In conclusion, Alikhan Smailov noted that in the implementation of regional employment maps it is necessary to pay special attention to the employment of young people in permanent jobs, as well as to ensure continuous monitoring of the measures taken in general.
