Askar Mamin: Our task is to promptly resolve topical issues of entrepreneurship development

March 18, 2021, Prime Minister Askar Mamin chaired a meeting of the Project Office on Entrepreneurship. The meeting was attended by Chair of the Presidium of Atameken NCE Timur Kulibayev, members of the Government, regional akims, management of Samruk-Kazyna SWF JSC, development institutions, the Association of Financiers of Kazakhstan, regional chambers of entrepreneurs, etc.

Minister of National Economy Aset Irgaliyev reported on measures of state support for entrepreneurship approved by the Government, Chair of the Board Atameken Ablay Myrzakhmetov, Chair of the Agency for the Protection and Development of Competition Serik Zhumangarin, Minister of Trade and Integration Bakhyt Sultanov reported on the system challenges for business, issues of preferential lending, development of microfinancial institutions, social and entrepreneurial corporations, the potential for the development of SMEs in the regions, local content in public procurement, procurement of SWF Samruk-Kazyna JSC and subsoil users.

Chair of the Presidium of the Atameken NCE Timur Kulibayev noted that following the results of March 11-12, 2021, additional meetings with business representatives in the most affected sectors of the economy, 59 systemic sectoral issues of entrepreneurship development were identified.

Based on the information provided by Atameken NCE, the prime minister instructed government agencies and organizations to consider additional measures to support the private sector, including by further expanding SMEs' access to lending, reducing the regulatory and fiscal burden on businesses, developing the potential for domestic producers to participate in public procurement, procurement of Samruk-Kazyna Sovereign Wealth Fund JSC and subsoil users, including the expansion of the use of offtake contracts.

As part of the measures being worked out, the subsidy system in the agro-industrial complex will be improved, taking into account the difference in the conditions of production and processing of agricultural products in the regions, and the availability of financing for agricultural producers will also increase.

The head of government instructed to ensure control over local content in regulated purchases, timely and high-quality filling of the Economic Map of the Regions, complete the certification of domestic enterprises in order to load their production capacities and accelerate the creation of microfinance organizations.

“Our task is to improve the conditions for doing business and promptly resolve topical issues in the field of entrepreneurship,” Mamin said.

In 2021, 703 billion tenge is provided for business support within the framework of the programs Economy of Simple Things, Business Roadmap - 2025, Enbek, Employment Roadmap and the National Bank's lending program to replenish working capital.

Under the program of concessional lending, the Economy of Simple Things, for the period from December 2019 to March 2021, 2,855 projects were approved for 700.3 billion tenge, 2,273 projects were subsidized for 556.5 billion tenge.

There is a positive trend in the implementation of the Business Roadmap - 2025 program: in January-February 2021, 669 projects were subsidized for 88.2 billion tenge, 2,900 projects were guaranteed.
