Alikhan Smailov orders to take measures to expand crisis centers for domestic violence victims

The issues of prevention of domestic violence were considered at the Government session chaired by Prime Minister Alikhan Smailov.

The Minister of Internal Affairs Marat Akhmetzhanov reported that this year the police received about 100,000 signals of domestic violence. Most of them were in Shymkent, Astana, Almaty, and also in Karaganda, Pavlodar and Kostanay regions. In general, 668 crimes were committed on domestic violence; 35,000 administrative protocols were drawn up with respect to troublemakers.

On the instructions of the Head of State, the Ministry of Internal Affairs developed measures to strengthen the fight against domestic violence. These include the transition from declarative to detective registration of such offenses, stricter requirements for reconciliation procedures and increased penalties for offenses in the family and domestic sphere.

Minister of Labor and Social Protection of Population Tamara Duisenova made a report on work of special crisis centers; Minister of Information and Social Development Darkhan Kydyraly told about activities of family support centers; Akims of Shymkent Murat Aitenov and Pavlodar region Abylkair Skakov reported about situation in regions.

Having heard the speakers, the Prime Minister noted that the solution of the problem of domestic violence requires a comprehensive approach. In this case, it is important that the proposed steps and innovations, especially legislative measures, were discussed with the public. A unified position of government agencies, nongovernmental organizations and experts is necessary in this matter.

"In order to create an atmosphere of public intolerance to manifestations of domestic violence, it is necessary to make greater use of social networks and mass media. Attention should also be paid to the issues of rehabilitation of persons who have been subjected to violence. They need not only medical, but also psychological and legal assistance from qualified specialists," Alikhan Smailov said.

The Prime Minister also noted that a broad information campaign to promote intolerance of domestic violence and strengthen family values should be conducted in the regions.

"The Ministry of Education should provide for school hours to instill in children the norms of respect for the family and the rules of conduct at home," he stressed.

In addition, he said, measures should be taken to expand the network of crisis centers for victims of domestic violence, temporary adaptation centers and drug treatment facilities for compulsory treatment.

The Prime Minister also instructed to develop standard rules for medical and social accounting of dysfunctional families in need of state assistance.

"Together with the akimats we must analyze the data of the Digital map of the family to identify families at risk and conduct targeted preventive work with them," he stressed.

In conclusion, Alikhan Smailov instructed to simplify the procedures for referral to compulsory treatment, taking into account international experience to develop proposals for the application of psychological therapy to offenders, as well as in the development of amendments to toughen liability for domestic violence to educate the population
