Budget Code innovations discussed by Government

As part of the instructions of the Head of State at the meeting chaired by the Deputy Prime Minister–Minister of Finance of the Republic of Kazakhstan Yerulan Zhamaubayev the progress of development of the new Budget Code was discussed.
Over 14 years 176 amendments or on average 12 amendments per year were introduced to the Budget Code of the country. It was based on the provisions of the concepts to implement a system of results-oriented state planning and the new budget policy.
The project proposes halving the terms and stages of the budget process by combining the budget request and programs into a single planning document. Also, measures will be taken to radically simplify the budgetary processes, improve the efficiency of planning and use of budgetary funds through elements of a block budget, and implement new tools for results management.
Currently, the state's finances are accounted for only within the budget. At the same time, significant state assets are used outside the budget. In this regard, a complete picture of the real financial resources of the state is not visible.
At the end of the meeting Yerulan Zhamaubayev instructed to take into account the proposals of representatives of society in the development of the new Budget Code, noting that the new document should be understandable to everyone.
