Digital transformation necessary in social and labor spheres — Alikhan Smailov

Prime Minister of the Republic of Kazakhstan Alikhan Smailov held a meeting of the Government, during which the issue of digitalization of the social and labor sphere was considered. Ministers of Labor and Social Protection of the Population Serik Shapkenov and Ministers of Digital Development, Innovation and Aerospace Industry Bagdat Mussin presented their reports.

As of Jan. 1, 2022, in the social and labor sphere, a total of 12.6 million public services were provided, of which 9.1 million were electronic public services, or 72% of the total number of public services.

As the Head of Government noted, digitalization should cover all services provided by the state on the basis of full integration of systems of state bodies. At the same time, it is necessary to ensure 100% accessibility of public services from smartphones.

So, first of all, digital transformation is necessary in the social and labor sphere, where the largest number of public services is provided for the basic needs of the population.

“In order to increase the availability and transparency of public services in the field of employment, it is necessary to complete the work on creating a unified information system,” Smailov said.

The head of the Cabinet of Ministers added that the digital format is important for people with disabilities, so it is necessary to digitize all services as much as possible, including those for distance assessment of disability through medical and social expertise.

In order to strengthen measures to digitalize the social and labor sphere, Prime Minister Alikhan Smailov instructed the Ministry of Labor and Social Protection of the Population, together with the akimats of the regions and the Atameken Chamber, to ensure the transfer of all employment promotion measures to electronic format by the end of this year and to cover active employment measures in online mode, at least 40% of the number of applied citizens. The Ministry of Digital Development together with the Ministry of Labor until March 25 this year. complete work with databases of government agencies for the implementation of the Digital Family Map project based on Smart Data Ukimet.

In addition, the Ministry of Labor together with the Ministry of Health, regional akimats until June 1 this year. it was instructed to ensure the connection of medical information systems to the project "disability assessment in absentia" and to increase the proportion of persons examined in absentia to 20%.
