Comprehensive Development Plan for Ulytau region until 2026 approved by Kazakhstan Government

The comprehensive plan for socio-economic development of Ulytau region for 2022-2026 was approved at the Government session chaired by Prime Minister Alikhan Smailov.

Minister of National Economy Alibek Kuantyrov reported that the draft plan was developed on the instructions of the Head of State. It is planned to attract about 1.4 trillion tenge in investments, which will enable to perform more than 120 actions in various spheres.

Thus, 9 new plants and industrial complexes, 11 investment projects on production and processing of agricultural products will be launched. In the sphere of housing and communal services it is planned to build and modernize 130 km of heating networks, 300 km of water supply networks and 127 km of sewage networks.

To address the shortage of health care facilities, there are plans to build and overhaul five health care facilities. In education, there are plans to build 4 new kindergartens for 880 children and 4 palaces for 1,100 pupils, and there are also plans to build a state technical university.

In the sphere of culture and sport, the construction and reconstruction of 6 cultural facilities, including a music and drama theatre and an amphitheatre, as well as 10 sports facilities, is planned.

In addition, the housing stock in Zhezkazgan will be renovated (137 houses), and the railway station and airport will be reconstructed. New flights to other cities of the country will be opened as well as construction, reconstruction and repairs of 400 km of local roads.

In addition, measures will be taken to develop small and medium-sized businesses and expand the mineral resource base of the region.

Regional Akim Berik Abdygaliuly also made a speech on the subject.

The Prime Minister said that Ulytau has a significant potential for development of metallurgical, chemical, light industry and machine-building. In particular, the region is home to Kazakhstan's largest full-cycle copper producer.

"Implementation of the Comprehensive Plan will give a significant impetus to the development of the new region and will improve the well-being of the region's population. Projects will also be implemented to develop the housing and transport infrastructure and the social sphere, and environmental problems will be solved," Alikhan Smailov said.

Special attention will be paid to the intensive development of the metallurgical industry and agriculture, he said. For example, there are plans to build a medium-sized oil refinery, a bio-electric power plant and a chemical plant by means of private investment.

Also, in the energy sector it is planned to build thermal power plant No 2 in Zhezkazgan and modernize thermal power plant №1 in Satpayev. A wholesale and distribution centre in Zhezkazgan, three hotel complexes and a holiday home will be built to encourage entrepreneurship. Regional business support programmes have also been developed, called "The Way to Success," with funds from the local budget.

"Most importantly, by 2026 approximately 9,500 new jobs will be created. As you can see, the Comprehensive Plan contains a number of very important measures," Alikhan Smailov said.

In conclusion, the Prime Minister instructed the Ministry of National Economy and the Ulytau region Akimat, together with the state agencies concerned, to ensure the timely implementation of all planned measures.
