Comprehensive Plan implementation discussed at Engineering Union's Coordination Council

On December 12, 2023 under the chairmanship of the First Deputy Prime Minister of the Republic of Kazakhstan Roman Sklyar a regular meeting of the Coordination Council of the Union of Machine Builders of Kazakhstan was held, where the tasks of the Comprehensive Plan for the development of mechanical engineering for 2024-2028, the prospects of improving domestic machine building and a number of systemic issues of the industry were discussed. 

Opening the meeting of the Council, Roman Sklyar noted that the current year was very productive for the machine building industry. By order of the President, the Government has developed and approved the Comprehensive Plan, which will modernize the machine-building industry for the next 5 years. The main activities of the Comprehensive Plan include introduction of the mechanism for priority provision of raw materials, increase of financing availability, improvement of tax legislation, stimulation of machine-building products sales.

Chairman of the Board of the Union of Machine-Builders of Kazakhstan Meiram Przembayev reported on the results of work on fulfillment of protocol instructions given at the last meeting of the Coordination Council, informed about the current activities of the Union, where the key event was the development and approval of the Comprehensive Plan, also told about the upcoming work plans. 

"As you remember, in his first Address in 2019, the President of RK K. Tokayev gave a number of instructions to support the domestic manufacturing industry. Took personal control of the issues of the machine-building industry. On December 29, 2022, the Head of State instructed the Government to develop a comprehensive plan for the development of mechanical engineering for 2024-2028. The plan provides for real support for Kazakhstani manufacturers and a significant increase in the competitiveness of the entire industry. Such a strategic document has been adopted in the country for the first time," Prshembayev said.

The comprehensive plan includes 79 measures in 7 areas. The target indicators are: ensuring the growth of production volume in 4.5 times and bringing in monetary terms to 11-12 trillion tenge, gross value added from 1.3 to 5.9 trillion tenge by 2028, IFO not less than 10% per year, export volume - 3 times, labor productivity in 1.9 times, investment in 1.5 times.

In turn, a member of the Coordinating Council, Chairman of the Senate of the Parliament of Kazakhstan Maulen Ashimbayev noted the importance of the adopted Comprehensive Plan, emphasizing that its implementation contributes to the development of the entire manufacturing industry of the country. According to him, in 2023, the industry together with the Government carried out a lot of work to support domestic enterprises and increase intra-country value. 

"The implementation of the Comprehensive Plan is a new stage for the country's machine-building industry. Today we are witnessing dynamic growth in production. A lot of support is provided by the Government. At the legislative level, all possible assistance will also be provided. Measures taken and joint work will allow to achieve the tasks set by the Head of State, outlined in the Address of September 1, 2023," Ashimbayev said.

Minister of Industry and Construction of Kazakhstan Kanat Sharlapayev noted that today machine building is not only a driver of modernization of the manufacturing sector of the country, but is also among the top three leaders in terms of investment attractiveness. According to him, today the issues restraining the development of the industry are systematically solved.

Summarizing the results of the meeting, Roman Sklyar noted the steady growth dynamics of the machine-building industry in 2023. Thus, for 10 months the production volume amounted to 3.3 trillion tenge. The IFO growth is 27%. The volume of investments - 155 billion tenge. The volume of exports for 9 months of this year amounted to $2.8 billion. The growth compared to the same period last year amounted to 43%.

Chairman of the Coordinating Council also emphasized the importance of the upcoming work on the implementation of the Comprehensive Plan, urged all involved government agencies to responsibly treat the implementation of the tasks. 

"The Comprehensive Plan has been approved, a lot of joint work on its implementation is to be done. We must meet the expectations of the Head of State and show the real effect of the tasks accomplished. The implementation of this strategically important document should bring to a new level of development not only the machine-building industry, but also the manufacturing industry of the country. The government will make every effort for this," Roman Sklyar summarized. 

The meeting was attended by members of the Coordinating Council: the Chairman of the Senate of the Parliament, the Minister of Industry and Construction, the Vice-Minister of National Economy, heads of national companies and leading domestic enterprises.
