“There is money, but there is no result” — Berdibek Saparbayev criticizes execution of Enbek program

Thursday in Ukimet Uyi, Deputy Prime Minister Berdibek Saparbayev held a conference call on the results of the implementation of the Enbek State Program for the Development of Productive Employment and Mass Entrepreneurship for 9 months of 2019.

“Ensuring employment of the population is one of the key tasks set by the Government of Elbasy and the Head of State. To do this, we need to create new jobs, train the unemployed in the basics of business and popular specialties, and stimulate the development of micro and small businesses,” the deputy prime minister set the tone for the meeting.

According to the Minister of Labor and Social Protection of the Population Birzhan Nurymbetov, over the past period, 496 thousand Kazakhstanis became participants in the program.

Since 2017, 52,901 people have received vocational training, including 21,854 people in 2019. At the same time, the issue of employment of trainees remains relevant: out of 4,246 graduates, only 3,250 people, or 76.5%, are employed. Low employment rates were noted in Almaty and Zhambyl regions.

Short-term staff training covers 41,180 people or 69% of the annual plan. Among the outsiders are Mangystau (39.5%), North Kazakhstan (50.4%), Turkistan regions (51.1%), the cities of Nur-Sultan (51.8%) and Shymkent (55.4%).

“Of the 20 thousand citizens who completed short-term training, only 11 thousand are employed,” Nurymbetov noted.

The minister also drew attention to the high proportion of retrained of the total number of participants. So, in 2017-2018, 109 thousand people were sent for training, of which 1.8 thousand people took courses two or more times.

“A resident of the North Kazakhstan region learned four times in two years, and a resident of Atyrau region three times in one year. Another question is who do we train and how are they employed? On average, 57% of those who complete training in the republic work in their specialty. Therefore, it is necessary to adjust training taking into account the demand for professions,” added the head of the Ministry of Labor.

More than 45 thousand citizens learned the basics of entrepreneurship as part of the Bastau Business project. Over 27 thousand trained defended their business projects, but only 8 thousand received grants and microloans. The lowest rates are in Almaty (2.3%), Shymkent (11.3%) and Turkistan region (7.1%).

The owners of state grants for starting their own businesses were 11.2 thousand people, including youth — 6.8 thousand people, low-income people — 1.5 thousand people, large families — 205 people. The smallest number of grants was issued in the city of Nur-Sultan — 49 or 2.2% of the annual plan. A similar situation is observed in the cities of Almaty and Shymkent.

This year, 10.2 thousand people received preferential microloans, of which 80% was aimed at developing livestock. An additional 9 thousand new jobs were created. Negative dynamics of microcrediting is noted in the city of Shymkent, Atyrau and Kostanay regions.

In total, 334.7 thousand people were employed this year, including 240 thousand for permanent jobs.

Vice-ministers of the national economy, agriculture, energy, industry and infrastructure development, as well as deputy akims of the Mangystau, Turkistan, North Kazakhstan, Aktobe, East Kazakhstan, Kyzylorda Almaty regions, Almaty and Shymkent also reported on this issue.

After listening to the reports, the deputy prime minister criticized the regions for poor-quality implementation of the program, noting the low development of allocated budget funds.

“There is no control on the part of supervising deputy akims. Formally relate to this work. Previously, they complained that there was no money. And now there is money, but there is no result. The Ministry of Labor needs to take this work on a daily basis and analyze the effectiveness of its implementation. There is not much time left until the end of the year, so it is necessary to intensify this work in order to ensure high-quality execution of instructions from the country's leadership,” Saparbayev summed up.

In addition, the meeting addressed the main areas of secondary education in the 2019-2020 academic year. In particular, issues of providing students with hot meals, digitalization, implementation of public-private partnership projects, educational work, prevention of offenses and suicides, increasing the involvement of children in additional education were discussed.
