Dynamics of key socio-economic indicators in Akmola region

A number of state programs on modernization of the socio-economic development of the region and the country as a whole are being implemented on behalf of the Head of State in the regions of Kazakhstan. Read the review by PrimeMinister.kz about the work being done in this direction in the Akmola region.

Akmola region includes 17 districts, 2 cities of regional and 8 cities of district significance. The area of ​​the region is 146.2 thousand km². The population Dec. 1, 2018, was 739.6 thousand people, of which 348.7 thousand people account for the cities.

According to local executive bodies, the socio-economic development of the region in January-December 2018 shows a positive trend in all key economic areas. The average monthly nominal wage for the third quarter in 2018 increased by 8.8% compared to the same period in 2017. 102.2 billion tenge was allocated to the social sphere (45.3% of the regional budget).

 

Development of industry and agriculture — region’s main priority

Akmola region, which is traditionally considered an agrarian region, continues to be among the main grain-growing parts of the country.

In agriculture, production increased by 0.8% and amounted to 397 billion tenge.

In 2018, state support amounted to about 28.7 billion tenge, including for crop production — 9.9 billion tenge, for animal husbandry — 6.4 billion tenge, increasing productivity and quality of animal products — 6.4 billion tenge, on investments and subsidies for processing — about 4.6 billion tenge.

All categories of farms produced 109.5 thousand tons of meat in live weight (an increase of 6%), 385.8 thousand tons of milk (an increase of 0.5%), 886.5 million eggs (an increase of 11.7% ). Along with this, the number of cattle increased by 1.6%, including cows — by 1.8%, sheep and goats — by 2.1%, horses — by 0.1%, poultry — by 34.1%. In the 12 months of 2018, beef exports amounted to 712 tons, with an annual plan of 500 tons (the share in Kazakhstan is 5%).

Labor productivity in agriculture in the first 9 months of 2018 increased by 13.1%.

Along with the agricultural sector, the industry is also actively developing in the region. The volume index is 106.9% of the corresponding period of 2017. Thus, the volume of industrial production amounted to 645.6 billion tenge. Growth of investments in the manufacturing industry amounted to 44.6 billion tenge, or 135.1% over the corresponding period of 2017. In the eight months of 2018, exports to the processing industry amounted to $83.8 million, an increase of 25.1%. Labor productivity increased by 4.2%, reaching $13.1 thousand

In addition, for the years 2015-2017, 30 projects with an investment of 132.7 billion tenge were implemented. In 2018, 4 projects worth 52.3 billion tenge were introduced as part of the State Program of Industrial-Innovative Development, 1,146 new permanent jobs were created. On the Food Belt around the city of Astana in 2018, 13 projects were implemented, totaling 26 billion tenge.

 

Formalization of self-employed and SME development: 13 thousand new jobs created

As part of the execution of the instructions of the Head of State, work is underway in the Akmola region on the formalization and involvement of informally employed people in the economy of the country.

As of Jan. 11, 2019, out of 114 thousand citizens, 72,962 people, or 63.9%, updated their status in the information systems of the central state bodies. In addition, work is currently underway to update 41.1 thousand people. Of the total number of citizens who need to be involved in productive employment, 4782 citizens or 25.6% were given employment promotion measures.

In 2018, 12,727 new jobs were created in the region, of which 8,035 are permanent. About 2,817 people were sent for public works. From all sources of funding, social assistance was provided to 15 288 low-income citizens.

In the framework of the Program for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021. Enbek in the first first direction “Providing program participants with technical and vocational education and short-term vocational training” covered 2,903 people or 108.9%, against the plan of 2,665 people. As of Jan. 1, 2019, about 1.7 thousand people, or 116.1% of the plan, attended the short-term training; 1,190 people or 100% were trained in technical and vocational education with regard to the needs of the labor market.

More than 2 thousand people were trained in the second direction “Development of Mass Entrepreneurship,” 923 micro-credits issued to the amount for 3.7 billion tenge. On the third direction “Development of the labor market through promoting employment and mobility of labor resources” for 2018, 733 people participated in youth practice, 809 people — at social work places, 2,817 — people in paid public work.

 

Implementation of education tasks or why education is the basis for creating new type of social structure

In the framework of the State Program for the Development of Education and Science of the Republic of Kazakhstan for 2016-2019, the region provides for the implementation of three target goals, 30 indicators and 85 events in pre-school education and training, secondary, technical and vocational education.

In preschool education and training, more than 41 thousand 3-6 years old children or 99% are covered. Twenty preschool organizations were opened in 2018, more than 2.3 thousand places were created. It is worth noting that in the region, the qualitative composition of teaching staff has improved: 1,661 workers of pre-school organizations have higher, technical, professional pedagogical education in the specialty "Pre-school education and training." In the Akmola region — 431 pre-school organization with a full day of stay. In the private organizations 10,342 places are given.

In addition, conditions for the upbringing and education of children with special educational needs have been created in 47 kindergartens. 148 kindergartens, or 63.8%, provide automated state service for children under 7 years of age. 92 state kindergartens, or 67%, are equipped with video surveillance systems, more than 1.3 thousand cameras have been installed.

In the secondary education in 2018, classes 3, 6 and 8 were upgraded to the updated content, the full transition will be completed in 2021. According to the new programs, almost 89 thousand schoolchildren or 73% study.

At the same time, in 2018, over 3.8 thousand teachers improved their qualifications as part of the updated content of education. Since the beginning of the 2018-2019 academic year, the subjects of the natural-mathematical cycle in English have been studied with full immersion in 11 pilot schools and with partial immersion in 182 pilot schools. About 388 teachers improved their skills in language courses.

Approbation of per capita funding continues in seven urban schools in the region with more than 6,300 students. Conditions for the education of children with special educational needs were created in 334 schools or 59.6%, while 2,565 children or 60.4% are enrolled in an inclusive education. All children from socially vulnerable families are provided with free hot meals (12,490 students), 100% of schoolchildren are provided with transportation (5,799 students). 170 buses are used for transportation (they were purchased in 2018: 20 from the regional and 11 from the local budgets).

As part of the modernization of the infrastructure of the education system, in 2018, 6.3 billion tenge was allocated for the construction and reconstruction of 18 facilities. Four schools for 1,300 places were commissioned, an additional educational building for 420 places to secondary school No. 18 in Kokshetau, a kindergarten for 280 places in the microdistrict Borovskoy Kokshetau, the reconstruction of the educational building with the construction of the gymnasium of the M. Gabdullin Public School in Zerenda village of Zerenda district, a boarding school in Arykty village of Korgalzhyn district were completed. Capital repairs were carried out on 12 educational organizations for 1.2 billion tenge and current repairs of organizations for 630 million tenge. School crash fixed in Altynda village of Bulandy region. To eliminate the three-shift training in Kokshetau, an additional building was commissioned to the school No. 18 for 420 places, three schools are being built (for 800 places in Schuchinsk, Burabay district, for 1,200 places in Koyandy and for 300 places in Kazhymukan, Tselinograd district).

Regarding the information and technical equipment of educational institutions, the akimat of the region reports that 280 schools have video surveillance systems, 3,982 cameras have been installed. In addition, all state day comprehensive schools of the region are 100% connected to the broadband Internet, to the educational platform “BilimLand” and to the unified information system “Kundelіk.” Today 542 schools have multimedia equipment. There are 14,656 computers in the schools of the region. As part of STEM education, 124 educational organizations are equipped with robotics elements / classrooms. WI-FI networks are installed in 194 schools in the region. As part of the creation of a digital educational infrastructure, 542 schools have new multimedia equipment.

The Free Vocational Education for All Project continues in the system of technical and vocational education. In the 2018–2019 academic year, about 6 thousand people were accepted as part of the state order, of which 4.5 thousand students — at the expense of the local budget, 165 people — as part of the program “Mangilik El Zhastary — Industriyaga” (“Serpin”) , under the Program of Development of Productive Employment and Mass Entrepreneurship — 1,190 people.

More than 1.7 thousand unemployed and self-employed people are covered by short-term vocational training, including through two mobile training centers — 308 people. In general, training is conducted in 94 specialties and 139 qualifications in 13 sectors of the economy. Modern teaching is equipped with 146 training workshops, classrooms. The basic principles of dual education introduced 26 colleges or 76.5% in 7 sectors of the economy (280 enterprises, 2196 students).

In the Akmola region, in order to develop the WorldSkills movement, the Higher Agrotechnical College has been identified as the base republican center of competence of the agricultural sector. Chaglinka Zerenda district, at the regional level, 14 colleges are identified as centers of competence. In an experimental mode, 9 regional colleges began introducing educational programs in 18 specialties and 53 qualifications. The applied bachelor degree is being introduced in 6 higher colleges in 9 specialties.

Along with this, work is underway in the region to develop mass sports. Today, 59,801 children attend sports clubs. More than 114 thousand pupils participate in the youth movement. Total of 121,521 schoolchildren or 100% participate in the activities within the framework of the “Turbie Zhane Bіlіm” subprogram of the Rouhani Zhangyru program.

The principle of public-private partnership is actively used in the development of social infrastructure. In the field of education, 27 projects are being implemented.

As part of the execution of the Five Social Initiatives of the President, the development of a hostel project for 500 beds at the Ualihanov KSU was started. The land in the territory of educational institutions was allocated for four colleges. Dormitory projects will be developed for 1,370 beds with reference to the land plot.

 

Implementation of the Densaulyq program: Dynamics of improvement of key indicators

To implement the directions of the Densaulyq State Program for the Development of Healthcare of the Republic of Kazakhstan for 2016-2019, 4.3 billion tenge (immunization of the population, the service of healthy lifestyles, screening program, drug provision) were allocated.

According to the local executive bodies, in the region, the incidence of tuberculosis decreased by 12.6%, the mortality rate from circulatory system diseases — by 24.1%. For 2018, more than 12 thousand babies were born in the region, the birth rate was 16.6 per 1,000 population. The infant mortality rate has decreased by 15.4%. In the region, there is a decrease in the incidence of mental disorders — by 12.2%, and addiction disorders — by 22%. The mortality rate from diseases of the circulatory system decreased by 24.1%, from tuberculosis decreased by 40.9%. Mortality from malignant neoplasms also decreased by 10.5%.

In order to reduce the burden on general practitioners and disaggregate plots in medical organizations, an additional 22 general practitioners plots were created, the number of the assigned population per 1 plot is 1,640 people. In addition, the load on local therapists and pediatricians is reduced.

In 2018, 1.9 billion tenge was allocated for capital expenditures of health care, including 1.3 billion tenge allocated for material and technical equipment, 280 medical equipment units were acquired. Overhaul of 13 health facilities was carried out.

In the direction of “free drug provision” for 2018, on an outpatient basis, medicines were dispensed for a total amount of 3,059 million tenge, 676,727 prescriptions were written and provided.

 

New features: 4.5 thousand families improved housing conditions

Under the Nurly Zher Program in 2018, for the construction of rental and loan houses, construction of the engineering and communications infrastructure allocated 8.4 billion tenge. For 12 months, 478 thousand m² of housing was commissioned, which is 112.1% over the same period last year: the annual plan was fulfilled by 102.9%. In general, more than 4.5 thousand families improved their living conditions in the region.

However, at the expense of the Government for 2017–2018 , funds were allocated for the construction of 10 houses in the city of Atbasar in the amount of 3.2 billion tenge to carry out priority work related to the elimination of the consequences of the emergency. In July 2018, six 45 apartment buildings were commissioned.

As part of the implementation of mortgage lending 7-20-25 as of January 2019 in the Akmola region, loans were approved for 18 applications for 141.1 million tenge.

Along with this, in order to increase the access of the population covered by centralized heat supply, two heating infrastructure projects have been introduced — boiler houses in the settlement of Shantobe, Stepnogorsk and Esil towns. In the sphere of water disposal there are two objects (settlement Aksu, Zavodskoy, Stepnogorsk and Derzhavinsk towns, Zharkainsky district).
