E-commerce drives retail trade growth in Kazakhstan

At the Government session chaired by Prime Minister of the Republic of Kazakhstan Olzhas Bektenov, Minister of Trade and Integration Arman Shakkaliyev reported on key directions in the development of the trade sector.

Overall, the trade sector has shown positive dynamics since the beginning of the year. Steady consumer activity and the expansion of the domestic market, including through online sales channels, reflect the sector’s stable development.

According to the Minister, for the first nine months of 2025, the real trade index amounted to 108.8%. In nominal terms, trade turnover reached 52.8 trillion tenge, which is 14.5% higher than in the same period last year. Growth was recorded in all regions of the country, with the largest contribution coming from Almaty, Astana, Shymkent, Atyrau, and Karaganda regions. These five regions accounted for 71.3% of total trade volume, or 37.6 trillion tenge.

Thus, the main centers of business activity and consumption shape the key directions of trade sector development, concentrating logistics infrastructure, digital services, and distribution capacities. Wholesale trade accounts for a significant share of the sector — 66.4%. Its volume exceeded 35 trillion tenge, an increase of 9.6% compared to the same period in 2024. The main growth drivers were non-food raw materials and industrial goods, which make up about 82% of the total. A slight decrease in sales volumes of crude oil and natural gas was recorded in September; however, these volumes, according to the Minister, will be compensated in the following months.

“As for the retail trade sector, it also shows steady growth. The real index of retail trade reached 107.1%, and turnover amounted to 17.5 trillion tenge — 2.6 trillion tenge more than last year,” the Minister reported.

This growth was driven by both non-food goods (+1.7 trillion tenge) and food products (+0.9 trillion tenge). Sales through retail enterprises increased by 6.7%, while sales through individual entrepreneurs, including those operating in markets, rose by more than 8.1%. In terms of regions, Almaty, Astana, and Karaganda region ranked among the top three in retail turnover.

The Minister further emphasized that e-commerce is a key driver of retail trade growth. According to preliminary estimates, in the first nine months of 2025, the volume of online sales reached about 2.7 trillion tenge, 14% higher than during the same period in 2024.

Overall, the Minister stated that work to achieve planned trade performance indicators is being carried out on a systematic basis. Operational measures are being taken to stimulate trade growth, develop e-commerce, and strengthen control over the legality of goods turnover.
