Economic Demonopolization Commission: Ridder CHPP to be transferred to municipal ownership

Prime Minister of Kazakhstan Alikhan Smailov held a regular meeting of the Economic Demonopolization Commission with the participation of heads of central government agencies, the Prosecutor General's Office, the Agency for Financial Monitoring, the Agency for Protection and Development of Competition and other agencies.

The Commission considered the situation around the CHPP of Ridder. Energy Minister Almasadam Satkaliev recalled that since October last year, the plant has experienced a number of accidents, resulting in interruptions in heat and electricity supply to the residents of the city. The unsatisfactory technical condition of the CHPP is due to the lack of investment from the previous owners in its modernization and improvement.

In the current year at the expense of funds allocated from the reserve of the Government and Akimat of the region, all 6 boilers of the plant are being repaired. Currently, commissioning works on 3 boilers are in progress, repair of 3 more boilers is planned to be completed by the end of the year.

As a result of negotiations with the new owner of the CHPP, it was agreed that the investor will pay off all existing debts of the enterprise and transfer the plant into municipal ownership of the akimat.

Prime Minister instructed to carry out all the necessary organizational and legal work to accept the CHPP on the balance sheet of local executive bodies.

The meeting also considered the activities of a private enterprise from Akmola region, which owns power grids in one of the districts. The company should provide electricity to 38 rural settlements, where more than 20 thousand people live. At the same time, the owner has not been repairing power lines for many years, which causes regular emergencies, and does not actually provide services to consumers.

To date, operation and repair of power grids, as well as power supply to the residents of these settlements is temporarily carried out by another subject of natural monopoly.

As a result of the discussion, the authorized state bodies were instructed to study all the circumstances of the case, make a legal assessment of the company's activities, verify the legality of transferring the energy infrastructure into private ownership and develop appropriate proposals.
