Resumption of passenger traffic between EAEU countries under quarantine discussed at EEC Council

At a meeting of the Eurasian Economic Commission Council held online with the participation of the deputy prime ministers of the EAEU member states on Oct. 1-2, 2020, the Kazakh side proposed to implement this measure. The Kazakh delegation was headed by the First Deputy Prime Minister of Kazakhstan Alikhan Smailov.

In particular, until March 2021, customs duties will not be imposed on protective clothing, medicines, disinfectants, bandages, equipment for medical use, etc. This will help provide the population with a sufficient amount of medical supplies necessary to prevent and prevent the spread of coronavirus infection.

The meeting participants also discussed the possibility of resuming passenger traffic between the EAEU countries in the context of quarantine measures. The participating countries need to develop common criteria for the movement of citizens. The EEC will further study this issue, taking into account the development of the sanitary and epidemiological situation.

The members of the Council also touched upon the topic of Internet commerce, which began to develop dynamically during the pandemic. It is necessary to study the regulation of this segment of the economy. Considering that consumers annually order millions of goods from foreign Internet sites and they are not subject to security requirements and a clear taxation mechanism has not been established, such a disparity affects the competitiveness of domestic producers in the domestic market of the EAEU countries.

Work on establishing transparent conditions for conducting e-commerce within the integration space will continue. Meanwhile, the draft Agreement defines the principles and approaches to the implementation in the EAEU member states of state control (supervision) over compliance with the requirements of the EAEU technical regulations; it also provides for norms that will create an effective mechanism for resolving controversial issues related to stopping product supplies.

In addition, within the framework of the Council, the main directions of the international activities of the EAEU for 2021 were discussed. Deepening cooperation with third countries, regional integration associations and international organizations will develop within the framework of already established interaction mechanisms and taking into account potentially promising areas of international cooperation.
