First Deputy Prime Minister of Kazakhstan Alikhan Smailov chaired a regular online meeting of the Council of the Eurasian Economic Commission on April 22-23, 2021.
The members of the EEC Council considered issues on trade and economic cooperation between the EAEU member states, customs and technical regulations, international cooperation, the EAEU digital agenda, sanitary and phytosanitary measures, energy and the functioning of the EAEU internal markets.
In particular, in order to form a single market for audit services in the EAEU, a draft Agreement on the implementation of audit activities within the EAEU was approved.
The draft Agreement provides for the provision of persons of the Member States with the right to supply and receive audit services without restrictions and exemptions, defines uniform approaches to the implementation and regulation of audit activities in the Member States.
In order to quickly overcome the consequences of the current economic crisis and the economy's entry into a trajectory of advanced development, all EAEU members approved the main guidelines for the macroeconomic policy of the EAEU member states for 2021-2022.
Macroeconomic stability and the formation of favorable conditions for the restoration of entrepreneurial activity, increase in investment, etc. should become the primary directions for achieving the set goals.
The members of the EEC Council launched the development of a draft Interstate Program that contributes to the development of the industrial sector, in particular, distributed energy, renewable energy facilities capable of autonomously generating electricity in close proximity to the place of its consumption.
In order to stabilize sugar prices on the domestic market, the Council of the EEC approved a quota for duty-free import of sugar in the period from May 15 to Sep. 30, 2021. The quota for Kazakhstan is 134.4 thousand tons.
This will help prevent a sugar deficit in the domestic market and stabilize the price level for this product.
In addition, the Kazakh and Belarusian parties instructed the authorized bodies of the parties to work out the issue of sugar supplies to Kazakhstan in the coming months.
The EEC Council approved the initiative proposal of Kazakhstan to develop a separate technical regulation "On Safety of Building Materials and Products.’’
This proposal is primarily aimed at ensuring the smooth movement of manufactured construction products (materials and products) across the customs territory of the EAEU.
The members of the EEC Council made a decision on the inexpediency of introducing labeling for tobacco and alcoholic products within the EAEU. This decision is due to the peculiarities of the production and turnover of these goods, including due to the difference in the rates of excise taxes on them.
To combat the spread of coronavirus infection, the EEC Council decided to extend the period of duty-free import of a number of goods until June 30, 2022. This list includes medicines, personal protective equipment, as well as raw materials for their production, vaccines, medical devices and other medical products.
The meeting of the EEC Council was held in a constructive spirit and in an atmosphere of mutual understanding. On all the issues considered, mutually beneficial decisions were made aimed at further developing the integration processes within the EAEU. The parties agreed to consider certain issues on the agenda at the next meeting of the Council, scheduled for May 2021.
