Kazakhstan Strengthens Inclusive Environment in Construction and Housing Policy

At the Government session chaired by Prime Minister Olzhas Bektenov, the implementation of the Concept of Inclusive Policy for 2025–2030 was discussed. Deputy Minister of Industry and Construction of the Republic of Kazakhstan Kuandyk Kazhkenov reported on the measures being taken to develop an inclusive environment.

The Ministry is working to improve the quality of life for persons with disabilities, with a focus on ensuring equal access to facilities and infrastructure. In particular, the Construction Code now requires the creation of a barrier-free environment at all stages of construction — from urban planning and design to the commissioning of facilities.

“Thus, accessibility requirements are incorporated already at the design stage and must be strictly observed during construction. Additionally, when commissioning facilities, social protection authorities participate in confirming that the facilities meet accessibility standards,” Kuandyk Kazhkenov emphasized.

The Deputy Minister also noted that one of the Ministry’s key tasks is to provide state support for resolving housing issues for persons with disabilities. Currently, more than 63,000 persons with disabilities of groups I and II, as well as about 26,000 families raising children with disabilities, are on the housing waiting list and have priority in receiving housing.

To address this issue, several state support mechanisms are being implemented: provision of housing from the communal housing stock, issuance of preferential mortgage loans, subsidization of part of the rent in the private sector, and issuance of housing certificates to cover the down payment for mortgages.

Last year, 7,800 citizens received rental housing, including 1,036 persons with disabilities of groups I and II, and 469 families raising children with special needs. This year, rental housing has been provided to 810 citizens and 843 families.

Kuandyk Kazhkenov also highlighted the issuance of housing certificates from local budgets — in 2025, 1,773 certificates worth 2 billion tenge were issued. Of these, 334 certificates went to persons with disabilities of groups I and II, and 261 to families raising children with special needs.

“The Ministry will continue its systematic and consistent work together with authorized state bodies to implement the measures outlined in the Action Plan for the Concept of Inclusive Policy, aimed at improving the quality of life of persons with disabilities,” the Deputy Minister noted.
