The Government of the Republic of Kazakhstan has approved the Action Plan for Explaining the Constitution of the Republic of Kazakhstan, adopted at the republican referendum on March 15, 2026.
The corresponding resolution was signed by Prime Minister Olzhas Bektenov.
The document is aimed at organizing systematic work to explain the main provisions of the Constitution, improving citizens’ legal literacy, and implementing legislative measures arising from the provisions of the Fundamental Law.
The Plan provides for 36 events across three main areas: organizational measures, information and explanatory work, and legal support for the implementation of the Constitution.
In particular, within the framework of organizational measures, the publication and distribution of the text of the Constitution is planned, including in adapted formats for persons with disabilities, as well as its placement on electronic platforms. Events on scientific and expert support, information and visual design, production of thematic products, and the implementation of exhibition and educational projects are also scheduled.
Special attention is paid to forming citizens’ legal culture and increasing the level of legal literacy among the population. The Plan includes conducting training seminars and educational events, updating the content of school and university programs, developing educational courses “Fundamentals of the Constitution” and “Law and Order,” methodological materials, and children’s publications.
As part of the information and explanatory work, an event schedule and a comprehensive media plan will be developed.
Separately, measures are provided for the legal support of the Constitution’s implementation, including the execution of legislative measures, analysis of current legislation, and updating of strategies and concepts in line with the provisions of the Fundamental Law.
Overall, the Plan will ensure broad explanation of all norms of the Constitution among the population and the full implementation of the provisions of the country’s Fundamental Law.
