At the Government session, Minister of Energy of the Republic of Kazakhstan Yerlan Akkenzhenov reported that, in fulfillment of the instruction of the Head of State announced at the 5th meeting of the National Kurultai on the need to develop and approve a National Project for the Development of Coal-Based Power Generation, the ministry has begun its development.
“In particular, this Plan will include around 7.6 GW of coal-based power generation projects. Special attention will be given to new coal generation projects based on ‘clean coal’ technologies, in compliance with environmental legislation requirements,” Yerlan Akkenzhenov explained.
It was noted that for the projects of three combined heat and power plants (CHPPs) in the cities of Kokshetau, Semey, and Ust-Kamenogorsk with a total capacity of 960 MW, the Ministry will ensure full oversight, and the completion timelines will not be changed.
The Ministry is also monitoring the completion of gas-based power generation projects scheduled for the current year.
Each project will be described in detail and fixed in the National Project for the Development of Coal and Gas Power Generation currently under development.
In addition, given that 2026 has been designated by the Head of State as the Year of Digitalization and Artificial Intelligence, the implementation of a number of large-scale projects in this area is expected.
In order to strengthen the long-term resource base of the gas industry and ensure the country’s energy security, the national company QazaqGaz is implementing a comprehensive geological exploration program. Currently, work is underway at 14 subsoil areas with a preliminary gas resource estimate of approximately 515 billion cubic meters.
In the medium term, it is planned to expand the geological exploration portfolio to 30 subsoil areas with a total estimated gas resource of around 1.7 trillion cubic meters, which will make it possible to create a sustainable foundation for increasing production and covering projected domestic demand.
At the same time, in order to stimulate investment activity and share geological risks, it is planned to put around 50 subsoil areas up for electronic auctions. Financing of geological exploration works at these sites will be ensured through funds from QazaqGaz, Samruk-Kazyna, and investors.
The Ministry of Energy has also initiated work to form a unified digital map of the country’s hydropower potential with integration into a national-level digital platform. This was reported by Minister Erlan Akkenzhenov at the Government meeting.
The Minister noted that work on preparing a map of the country’s water and energy resources has already begun as part of the implementation of protocol instructions following the Security Council meeting. The platform combines hydrological, terrain, infrastructure, and legal data, making it possible to develop optimal design solutions, calculate parameters of future power plants, and reduce the time required for pre-project preparation.
As part of the development of aviation hubs in the republic, work is underway to reduce the price of aviation fuel in the country.
“It was noted at the Kurultai that the price of aviation fuel is too high and uncompetitive compared to airports in neighboring countries. On the instruction of the Head of State, in the context of developing aviation hubs, the price of aviation fuel ‘into the wing’ has been reduced from $1,200 to $940 per ton, with a further targeted reduction to $890 per ton,” Yerlan Akkenzhenov reported.
It was noted that this has made it possible to improve competitiveness and increase the number of flights by international airlines such as Air Atlanta, Hungary Airlines, and One Air at domestic airports. Work in this direction will continue.
