Deputy Prime Minister Kanat Bozumbayev held a meeting of the Interdepartmental State Commission for Prevention and Elimination of Emergency Situations. It was attended by heads of departments, akims of regions and cities.

Three issues were considered: readiness for floods next year, heating season in the private sector and preparation of services for emergencies of the winter period.

On the instructions of Deputy Prime Minister Kanat Bozumbayev, the regions were checked for readiness for the flood-prone period of 2025.

To date, 122.6 km of drainage systems have been built and repaired in the regions, 1,545 culverts have been installed and replaced, 1,270 km of canals and 21,069 km of ditches have been cleaned, 101 hydraulic structures have been repaired.

Meanwhile, the results of the inspections showed that in a number of oblasts the works on bank reinforcement and dredging of river beds have not been completed yet. In 84 settlements of Akmola, Aktobe, West Kazakhstan, Pavlodar, North Kazakhstan and Kostanay regions, works on capital construction, restoration and strengthening of protective dams are underway.

"Akimats of the regions by the end of autumn need to complete work on bunding of settlements, cleaning of drainage channels and sanitation of rivers. The Ministry of Water Resources should accelerate the work on reconstruction and modernisation of hydraulic structures," the Deputy Prime Minister instructed.

Reports on the passage of the heating season in the private sector were heard.

The greatest concern is caused by the systems of autonomous heating, installed inside houses and other facilities. Thus, 641 buildings with violations of the placement of autonomous heating are still in operation across the country.

"I instruct the Ministry for Emergency Situations together with state bodies and akimats to hold a month of fire safety in the residential sector. Involve gas technical inspection. It is necessary to take into account houses with stove heating, first of all, of socially vulnerable groups of population. Carbon monoxide sensors should be installed in all such houses," Kanat Bozumbayev said.

The Ministry of Transport reported on the functioning of roads in winter.

Particular mention was made of the section of the Samara-Shymkent highway in Aktobe region’ and roads in Kordaysky district of Zhambyl region.

The Ministry of Internal Affairs has been instructed to work on the issue of increasing the responsibility of drivers who ignore the messages of the relevant services during storms.

"Within the framework of the upcoming exercise “Kys-2024” it is necessary to work out the algorithm of actions of authorised bodies in case of snow drifts on the roads. The Ministry of Emergency Situations to ensure proper preparation for the exercise, to check the measures taken to solve the problems. We need to ensure a safe passage of the winter period," Deputy Prime Minister stressed.
